At the centre of this project are young men in vulnerable phases of life as well as the service apparatus and the actors who must organise themselves and collaborate to meet the needs of these young men. This challenge cannot be solved by any of the services individually, so this will be a cross-sectoral project where Trondheim Municipality, the Norwegian Labour and Welfare Organisation and Kirkenes Bymisjon are the collaborating partners.
