The project
Kristiansand Municipality realises that we cannot solver the challenges alone and is therefore in the process of establishing the programme ‘Flere i arbeid’ [More People in Work]. The programme will be until 2025, and is a desire to tackle a social issue with long term goals. The target group is young people under 30 years with reduced working capacity, particularly those who receive social help or work assessment allowance (AAP) and who are at risk of dropping out of education and school.

The StimuLab project will be a central part of the five year programme, and will be the start of a significant journey of change. The programme can currently be considered a framework, with the StimuLab project we will explore and activate the innovation space that has been created.

Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
The contracting authority is Kristiansand Municipality.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 3,100,000 + an option for up to NOK 3,100,000 excluding VAT.
Contract duration: The contract will run for one year with the opportunity to extend for up to one year + one year.
Estimert verdi eksklusive mva: 6 200 000 NOK 💰
Varighet: 12 måneder

The contract can be extended for up to one + one year and have an option for up to NOK 3,100,000. The option can be triggered fully or partially during three years.
