The StimuLab project 'cross-sectorial management and development of connected services — are we succeeding?' will examine how we can succeed with cross-department development work in the interest of users, when the departments have their limiting social assignments, management lines, goals, and budgets.
The establishment of connected services will be a 'supporting beam' in the work, but it will challenge the established organisation and distribution of liability, as well as interaction methods and the way services are provided for users.

The project
The Norwegian Tax Administration has, through the concept selection review 'future collection', addressed the need for modernisation in collections in Norway. It is an ambitious concept with the vision 'collection just happens' as part of the user's eco-system, which will be implemented in 2028.

Implementing a digital transformation is not the same as digitalising the current services and processes. Today it can be easy to oversee or disregard good ideas and innovative system proposals that lead to transformation, as we do not have good enough methods for handling the management and development of cross-sectorial challenges. We therefore have a need to develop good and efficient forms of management that enable digital transformation.

The StimuLab project will research new and other methods and models for management and development, which must see to the entire span from where the innovation happens (through concepts, system proposals, and flexible development), to the general management that approves the change proposals. In addition to management, maturation and ownership of work, and support for goals and system concepts are important success factors to succeed with interaction and development work across sectors.

The 'future collection' programme has defined an innovative form of work as an important success factor. The programme will use methods, one form of work, and give time and leeway for digital transformation. The method/framework developed in the StimuLab project will be piloted through the work in 'future collection'.

Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
The contracting authorities are the Norwegian Tax Administration, NAV and the Brønnøysund Register Centre.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 3 100 000 + an option for up to NOK 3 100 000 excluding VAT.
Contract duration: the contract will run for 1 year with the opportunity to extend for up to 1 year + 1 year.
Estimert verdi eksklusive mva: 3 100 000 NOK 💰
Varighet: 12 måneder
