Kristiansand kommune [Kristiansand Municipality] needs a respite care offer to parents who have children and youth with reduced functional ability.
Kristiansand Municipality is obliged to offer a respite care offer to relatives and others with particularly heavy care tasks, cf. the Health and Care Services Act § 3-6.
In recent years Kristiansand Municipality has had an increase in the number of children and youth with major and complex service requirements, where parents need respite care services. Children/youth who will be included in this tender have varying degrees of reduced function and health challenges, which means there will be varying assistance needs, from moderate to more comprehensive. Common for the children/youth is that they have a moderate disability with additional difficulties. Additional difficulties can be somatic illness such as epilepsy, diabetes and reduced physical functional ability. They can also have challenging behaviour.

The respite care offer must be a 24 hour/day offer where it is possible to have respite seven days a week, and the capacity must be a minimum of six children/youth per 24 hour period.
The respite care offer will include children/youth in the age group 4-25 years.
The respite care offer is part of Kristiansand Municipality's service offer, therefore there is a requirement for permanent collaboration with other entities in the municipality. This includes Health and Mastering, Adolescence and other municipal instances. It can also include collaboration with the specialist health service and participation in responsibility groups. Good cooperation with parents and guardians is required.
