The directorate has had a traditional approach to multi-function machines that includes leasing machines and service at a click price, but would now like to facilitate a pure contract where we would like printouts, copying and scanning provided as a service. This involves the tenderer being paid to make the system available and the tenderer must ensure that the placed machines have the correct capacity. The service must have secure printing as standard, and it must be possible to scan to oneself automatically by card authentication. The machines will be removed at the end of the contract period.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
• Norwegian companies: company registration certificate;
• foreign companies: verification showing that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Credit rating based on the most recent accounting figures. The rating must be A or better and carried out by a credit rating company that is licensed to operate such activity.

Teknisk og faglig kapasitet:
1) Tenderers must have experience from comparable assignments.
Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.

2) A good and well-functioning quality assurance system is required for the services that will be provided.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.
Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to ISO 9001:2015.
3) Systems and routines are required to ensure a low impact on the environment, and the relevant environmental requirements in the contract must be complied with when fulfilling the contract.
The environmental management system must i.a. ensure continual improvement of:
• the organisation’s environment and safety competence;
• the service's climate effect.
A description of the tenderer's environmental management system and/or copy of certificates for the environmental management system in accordance with ISO 14001:2015, Miljøfyrtårn (Eco-lighthouse), EMAS or equivalent.
Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001.
