The School Fruit Scheme is mentioned in the government budget, and anchored in the regulations dated 1 April 2004 no. 623 for grants for price markdowns of fruits and vegetables in primary and secondary schools (Annex 1). The purpose of the School Fruit Scheme is to encourage increased consumption of fruits and vegetables among pupils in the primary and secondary schools.
In this contest the School Fruit Scheme is split into 'the subscription scheme with parent payment' (the subscription scheme) and 'the municipal scheme'. Tenderers shall deliver ready-to-eat, first-class fruit and vegetables to the primary and secondary schools that shall receive School Fruit.
All primary and secondary school (schools with classes within 1st - 10th years) in Norway can make call-offs on the framework agreements that OFG sign. This includes both public and private schools. All Norwegian municipalities can also make call-offs. The period will be 1 July 2022 - 30 June 2024.

Tenderers must therefore deliver fruit/vegetables within category 1 (preferably conventional fruit/vegetables) to the subscription scheme with parent payment, and both categories 1 and 2 (mixed organic and conventional) for the municipal scheme. In addition fruit/vegetables can be delivered within category 3 (only organic) in the municipal scheme.

The framework agreements will apply for different primary and secondary areas in Norway, which are mainly split so that the country's counties are split into two areas. However, out of consideration to deliveries in the School Fruit Scheme, Viken County is split into two, so that there are 12 primary and secondary areas in total. 12 framework agreements will thus be signed with up to two tenderers in each framework agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company. Foreign companies: Confirmation that the tenderer is registered in a trade register or company register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Annual accounts for the last 3 years, or a credit rating based on the last known accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
Teknisk og faglig kapasitet:
Tenderers must have sufficient experience and resources to carry out the assignment.
Tenderers must have experience from similar contracts.
Tenderers must have a good and well-functioning quality assurance system for the delivery of fruit and vegetables. The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Systems and procedures are required that ensure low environmental impact when performing the delivery. The environmental management system must, amongst other things ensure continual improvement of:
1. The organisation’s competence in environment and safety
2. The climate impact of the services provided.

A description of the organisation that tenderers can use for implementation of the contract. A description of the tenderer's most relevant references (minimum one, maximum three) in the last five years. Reference assignments that are older than three years will be permitted as there are few actors in the market.

This must describe how the products are handled and stored in accordance with the quality assurance system until they are delivered to recipients (schools), as well as quality assurance systems for handling wrapped and unwrapped goods.
