Announcing a contest for operation of the city hall canteen at Bergen rådhus [Bergen City Hall].
The city hall canteen will serve food in connection with municipal meetings, and employees in rådhuskvartalet [the city hall quarter] in Bergen will be able to purchase lunch, coffee etc. The city hall canteen will also be able to serve meeting food in other buildings in the city hall quarter, for example at the meeting centre in Kaigaten 4. Serving of meeting food can also include meetings in the afternoon and evening.
Bergen kommune [Bergen Municipality] will not pay operating subsidies for canteen operations, but takes over the costs for heating, electric power and cleaning of the common areas connected to the canteen. No rent is required.
The contest follows the tender rules according to the procurement regulations part II and is carried out as an open tender contest.

Kort beskrivelse:
The city hall in Bergen Municipality is being renovated and will be used again in June 2022 (subject to change). The city hall has been closed from September 2018.
It is very difficult to estimate the value of the contract at this point in time, as we do not have figures from the last two years. The older figures provided are subject to uncertainty. The estimated procurement value is approx. NOK 1.7 million excluding VAT, i.e., an estimated procurement value of approx. NOK 6.8 million for a maximum period of four years. The total maximum contract value over 4 years is set to approx. NOK 10 million (excluding VAT). The estimate only applies to expected purchases at the municipality's expense, not private purchases made by employees or visitors.

The estimates are even more uncertain for private purchases, among other things, because the turnover depends on offers and requests. Bergen Municipality therefore only mentions relevant parameters for evaluating this turnover: About 450 people have their workplace in the city hall. There are also some workplaces other locations in the city hall quarter. Experience shows between 40% and 70% of these employees are resent at the same time. If half of these purchase food for an average of NOK 60 per day (including VAT), the turnover for 230 work days per year is approx. NOK 1.5 million including VAT, i.e. Approx. NOK 1.24 million excluding VAT. Private purchase is not included in the procurement value.

The canteen and production premises will be fitted out with the exception of some equipment such as coffee machines and a cash till/payment system. A drinking water dispenser will be installed by the contracting authority. The canteen itself and buffet area are always open for the employees, but the kitchen will be closed.

Tenderers must be a legally established company.
Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest.
Tenderers must, through their business practice, respect international standards on human rights, employee rights, the environment, animal protection, and anti-corruption in their company and in the supplier chain. Tenderers must actively work and have a system so that goods and services that are delivered according to this contract are produced and distributed under conditions that are in consistent with the contract.
