Sula and Ålesund Municipalities have decided to continue with detailed engineering design of the joint treatment plant at Kvasnes in Sula Municipality. A preliminary project has been prepared which includes a treatment plant in rock, exposed day facilities with offices and changing rooms, as well as transmission lines with the associated installations from respectively Sula and Ålesund Municipalities.
Ålesund Municipality will now engage a consultant to be in charge of detailed engineering design of the new treatment plant and associated transmission lines, as well as to contribute to follow-up during construction. The preliminary project has calculated the combined costs for the project to be NOK 1.1 billion, and it is critical that the contracting authority gets the project carried out by a professionally solid consultant with experience from equivalent projects. Good collaboration abilities, as well as the will and ability to maintain close dialogue between the parties throughout the entire project will be given weight in selection of the consultant.

Sula and Ålesund Municipalities have decided to continue with detailed engineering design of the joint treatment plant at Kvasnes in Sula Municipality. A preliminary project has been prepared with includes a treatment plant in rock, exposed administration building with changing rooms, as well as transmission lines with the associated installations from respectively Sula and Ålesund municipalities. Parallel to the engineering design of the plant, Sula Municipality is preparing a zoning plan for Kvasnes. Comprehensive investigations have been carried out in connection with the preliminary project and zoning work, and the results from these must be taken into consideration in further work with the detailed engineering design.

The new treatment plant at Kvasnes will receive sewage water from Sula and Ålesund municipalities, and is designed as a secondary treatment plant with MBBR-process and sedimentation. The plant is dimensioned for 69,000 pe, and Qmaxdim 2,160 m3/hour in 2050. Sludge from the process will be transferred to further handling beyond the plant after sludge dewatering is completed.

For Ålesund Municipality the sewage water that now goes to the treatment plants RA3 Larsgården, RA4 Åse, RA5 Breivik, RA6 Flisnes, RA26 Hankane, and three municipal sludge separators RA15 Løvika, RA18 Borgundgavlen and RA21 Bingsa, will be transferred to the new plant at Kvasnes. For Sula Municipality, the treatment facilities RA1 Langevåg, RA2 Djupvika and waste U4 Sunde will be sent to Kvasnes. It is also relevant to transfer from planned sludge separators at Eikrem. The transfer of existing facilities will take place gradually and the designers will report on how this should be carried out practically and with a clear schedule for progress.

The assignment includes taking responsibility for detailed engineering design of the new treatment plant with associated transmission lines, as well as contribute to follow-up during construction. The project will build further on that which has already been carried out in the preliminary project, and use as much of this as possible in further engineering design.

The assignment includes two sub-projects:
- Sub-project 1: Detailed engineering design of the treatment plant in rock including exposed administration building, access tunnels, inlet and outlet arrangement, as well as follow-up during construction and the start-up phase.
- Sub-project 2: Detailed engineering design of transmission lines from Sula and Ålesund municipalities and associated pump and valve stations, as well as follow-up during construction and the start-up phase.
A contract will be signed with one tenderer for the assignment. The contract will include both sub-projects.

Økonomisk og finansiell stilling:
Requirement 1: The supplier must have settled conditions in relation to payment of tax, payroll tax and value added tax (VAT).
Documentation requirement 1 for Norwegian tenderers: A tax and VAT certificate issued by the Tax Collection Office. The certificate must not be more than six months old at the deadline to submit a request to participate. The certificate will be received electronically in Altinn, and will be sent in original, electronic version. For foreign tenderers: Equivalent certificates from their own country showing that they have payment of taxes and fees in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/person responsible for Finance.

Documentation requirement 1: An overview of the primary comparable assignments the tenderer has carried out during the last ten years, together with information about contract value, date of execution and name of recipient.
Requirement 2: Tenderers must have sufficient personnel resources to carry out the contract.
Documentation requirement 2: A description of the tenderer’ average annual workforce during the last three years, together with a description/overview of education and professional qualifications of the workforce.
Requirement 3: Tenderers must have a quality management system that is certified according to EN ISO 9001:2015.
Documentation requirement 3: Attestation (certificate) issued by an independent body.
