On 28 May 2021 the board in Helse Sør-Øst RHF discussed matter 058-2021 continuation of plans for the development of the Innlandet Hospital Trust, and decided to continue to the concept phase. The company meeting for Helse Sør-Øst RHF decided on 15 June 2021 in matter 13: The company meeting agrees with Helse Sør-Øst RFH's decision in board matter 058-2021 continuation of plans for the development of Innlandet Hospital Trust, and requests that Helse Sør-Øst follows this further work up. On 23 September 2021 the board in Helse Sør-Øst RHF discussed matter 105-2021 mandate for the concept phase in the work on the further development of Innlandet Hospital Trust.

The final project mandate (dated 12 October 2021) have two alternatives, both of which will be reviewed in stage 1: 1) A new Mjøsa Hospital that has specialist functions within somatic, mental health care, and multi-disciplinary specialised drugs and alcohol treatment, localised in Moelv. The new hospital is included in a structure that also has hospitals in Lillehammer, Elverum, and Tynset. 2) A real zero-plus alternative where the company continues to operate within the existing hospital structure with this clarification: '[Zero-plus alternative must include] b) a replacement hospital for the hospital in Hamar with an appropriate function division with the hospital in Elverum'.
