The Network of Petroleum Municipalities (NPK) invites tenderers to an open tender contest for the procurement of a framework agreement for property tax valuations of onshore facilities for oil and gas. NPK is an advisory and coordinating network for onshore municipalities with oil and gas facilities. Members in the network are, at the time of this notice, Alver, Aure, Aukra, Austrheim, Bokn, Hammerfest, Nordkapp, Tysvær and Øygarden Municipalities. Each individual member municipality will make call-offs under the framework agreement.
The aim of the procurement is to enter into a framework agreement with a tenderer for the member municipalities' procurement of assistance for the valuation committee/committee for the valuation of onshore facilities for oil and gas for property tax purposes. The assignment will also include any additional valuations that take place during the duration of the framework agreement.

Kort beskrivelse:

The tenderer's main obligations will be:

- Necessary preparations for the valuation work.

- Collection of necessary documentation from the taxpayer.

- Site inspections. At the site survey the valuer will decide, amongst other things, what parts of the production equipment are to be included in the valuation basis for the onshore facility in accordance with the Property Tax Act's provisions.

- Preparation of a clear valuation proposal with a thorough account and a reason for the valuation within an agreed deadline. The valuation proposals must be justified in accordance with the Property Tax Act's requirements.

- Preparation of the necessary overviews of the various elements in the valuation and the valuation of the various parts of the facility, as well as an overview of the procurement date and any replacements, including what new parts at the facility have been brought in since the previous valuation.

- Meetings with the municipalities and the committees on valuation principles, etc.

- Assist the committees in the municipalities with the handling of complaints.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must have their tax and social security contribution payments in order.

Tenderers are required to have a legally established company. Company registration certificate that is not older than 6 months calculated from the tender deadline. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the necessary financial capacity to fulfil the assignment.

Extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer - typically given by a letter or short text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear.

If a tenderer has justifiable reasons for not being able to present a credit rating (for example, newly started companies with a credit-rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre), the tenderer can prove his economic and financial position with any other document the contracting authority deems suitable.

Tenderers must have liability insurance. Insurance certificate.

Insurance that covers responsibility for work during the contract.

Tenderers must have experience with property tax valuations of onshore facilities for oil and gas, or other major/complex industrial business properties (previously works).

Tenderers must have adequate manpower to fulfil the contract. A short and general description of the company, with an overview of available personnel and an organisation plan.

Minste nivå(er) av standarder:

Must have five relevant assignments in the last three years.

Available personnel to fufil the contract.
