Measure Services for the Child Welfare Authorities — Parallel Framework Agreements

Drammen kommune

The objective of the procurement is to supplement the child welfare authorities' need for the following services:
A) Care changing measures;
B) Compensatory measures;
C) Compensatory measures — respite care;
D) Control measures.
The measures are aimed at children, youth, families, parents and other care givers, for example, foster parents.
Tenders may be submitted for one or more of the measures A, B, C, and D. The framework agreements will be evaluated separately.
The contracting authority will enter into parallel framework agreements with a minimum of three tenderers within each measure if a sufficient number of qualified tenderers submit a valid tender. The rules for awarding contracts under the framework agreement are described in Annex 3 SSA-R Appendix, Appendix 2 Procedures for Awarding Contracts Under the Framework Agreement.

See the general needs description under point 2.1 in the tender documentation for the measure services for child welfare authorities — parallel framework agreements. The tender documentation forms the basis for all of the sub-contracts and must be read in conjunction with each sub-contest.

Award of assignments

Parallel framework agreements will be signed with a minimum of three tenderers within each of the different measure areas described in the tender documentation, provided that a sufficient number of suitable tenderers submit suitable tenders. Assignments within each sub-contract will be awarded either on the basis of what is considered to be in the child's best interests, or after a mini-competition.

The decision as to whether an assignment will be awarded directly to one tenderer or whether a mini-competition will be held will be made by the Child Welfare Service. The decision will be based on what is considered to be in the child's best interest, compared to the tenderers' competence/offer. If several tenderers can offer the same competence/offer, a mini-competition will be held. Further information is in the contract SSA-r annex 2.

The following is specific for sub-contest A) care changing measures

Definition of care changing measures

Care changing measures means measures that provide assistance to care givers to implement the care assignments in a manner that provides positive development for the child. Care changing measures can be directed toward emotion care, practical care or both parts.

Emotional care means providing the child with the experience of being seen, accepted, understood and loved, and that the care giver is available and can help when things are unsafe or difficult.

Practical care means good framework conditions for the child's development in areas such as economy, nutrition, clothing, hygiene, supervision, routines, and stability. Stimulation and follow-up of health, schooling and recreation. Setting boundries and guidance on social norms and rules.

Care givers mean parents/guardians, visiting parents, foster parents, and others who carry out care tasks for the child.

The measure involves helping care givers establish genuine and mutual contact with the child; being emotionally available for the child, and intercepting, understanding, and responding to the development supports in accordance with the child's signals. The measure also involves helping the care giver meet the child's connection needs; being warm and close and providing the necessary support and help to regulate emotional stress in the child.

The measure must, as a main rule, include direct work in the interaction between the child and care giver, possibly in the form of child-orientated family discussions.

The measure involves helping care givers facilitating good framework conditions for the child in one or more of the areas mentioned in the above definition. Examples can be helping to cope with challenges with difficult living conditions and helping to establish and follow-up good routines in the home. Teaching positive strategies for management and boundary setting for the child and helping to establish positive cooperation with school/nursery, etc.

The measure must be home based and it can include practical support and help to contact other services (such as NAV).

The following is specific for sub-contest C) compensatory measures — respite care.

Definition of compensatory measures — respite care

Compensatory measures — respite care means leisure offers with overnight accommodation one weekend a month, possibly some days during holidays. The measure must, for example, compensate for individual parent functions, ensure the child has stimulation or participation in activities, etc. This measure can also be only respite care for foster parents/parents — particularly for children with complex and compound problems, who in addition have rights in accordance with several laws.

Measure directly aimed at the child/youth in the form of a leisure offer with overnight accommodation.

The measure must be designed so that it takes care of the users' need in a good way. The tenderer must see to necessary equipment such as toys, recreational equipment and other necessary materials. It must be possible to collect/deliver children as agreed.

The following is specific for sub-contest B) compensatory measures.

Definition of compensatory measures.

Compensatory measures means measures that compensate for deficiencies in the child's care situation.

The tenderer must be able to provide different types of measures that reduce the burden on the child in the absence of a care situation. The measure must, for example, compensate for individual parent functions, ensure the child has stimulation or participation in activity, etc.

Further details on practical help and assistance, etc., aimed at children and youths.

The measure involves, amongst other things, practical help and assistance, support conversations, social support in different recreational activities, follow-up of youths that live at home or alone, aftercare, or similar.

The measure must be designed so that it takes care of the users' need in a good way. The tenderer must see to necessary equipment such as toys, recreational equipment and other necessary materials. There must be possibilities for recreational activities and experiences in the neighbourhood. It must be possible to collect/deliver children as agreed.

Further details on practical help and assistance, etc., aimed at care givers and families.

The measure involves, amongst other things, practical help and assistance in all everyday situations, as well as support conversations.

Definition of control measures

Control measures means measures that protect children against experiences that can damage their health and development. Measures can be aimed at youth and care givers.

Further details on the measures.

The measure involves supervision during visits and unannounced inspection visits at home. It will be an advantage with key competence in areas such as stress signals in the child, dealing with persons with strong angry expressions, drugs and alcohol problems, and serious mental disorders.
