Siva is holding an open tender contest with the purpose of entering into a framework agreement with one supplier in order to cover their need to:
1) Develop a method/methodology to map and evaluate innovation structure;
2) Mapping and evaluation of the current innovation structure in the nation's counties.
The tenderer must prepare and present proposals for the method that will be tested on two counties, and be responsible for all work connected to mapping and evaluation of the innovation structure in the remaining counties over a period of time for about 12 months.

Content of the delivery.
Part 1: Developing methods, mapping and evaluation of two counties (pilot).
In the first part of the delivery, the innovation structure will be mapped and evaluated in two counties. Part 1 will also be a pilot, where the method is developed and tested.
The method being developed in part 1 of the delivery will be used to map and evaluate the rest of the country's counties in part two of the delivery. The method will be developed in consultation with Siva, which will make resources available and provide input during the process. The delivery must contain a clear description of how the mapping is done and which criteria form the basis for the evaluation of the structure, so that the same method can be used to map and evaluate the structure in the remaining counties in part two of the delivery. The method will be described independently of the actual mapping/evaluation.

The final delivery in part 1 will be delivered 1 July 2021. Sub-project 1 will form the first call-off in the framework agreement.
Part 2: Mapping and evaluation of the remaining counties.
The second part of the delivery will contain a mapping and evaluation of the innovation structure in the remaining nine counties, in-line with guidelines set and based on the method presented in part 1 of the delivery.
Call-offs will be made for each individual county. Siva makes reservations about conditions meaning that all counties will be mapped.

Varighet: 18 måneder
