Oslo Municipality, c/o the Municipal Undertaking for Social Service Buildings, invites tenderers to an open tender contest for the procurement of a turnkey contract for the demolition of an existing nursing home and the construction of a new nursing home in Trudvangveien 38, Oslo. In addition to the construction of a new nursing home the turnkey contractor must also realise the construction of a public square.
The Nursing Home Department has given the Municipal Undertaking for Social Service Buildings the task of planning, engineering, and constructing a new nursing home for approx. 120 nursing home places and 1 day centre in Trudvangveien 38. The existing building must be completely demolished.
The new building will consist of approx. 15 990 m with seven floors + a basement.
Majorstutunet nursing home currently consists of two joined buildings, the eldest of which was constructed around 1984 and the newest around 2000. The nursing home consists of 5 floors (new part) and 4 floors (older part) plus a basement. (approx. 11 300 m)
The site has been through a development process, and the final approval for the detailed development was given on 13 December 2017.

Qualification Requirement: tenderers must have their tax and VAT payments in order.
Documentation requirement: a certificate for tax and VAT, not older than 6 months from the deadline for receipt of tenders. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. If a tenderer has been granted a payment deferral, this must be attached to the tax certificate as additional information. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities. Tenderers must require an equivalent tax certificate from all sub-suppliers when contracts are signed for an assignment with a value exceeding NOK 500 000 excluding VAT.

Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient capacity to carry out the assignment.
Documentation requirement: the contracting authority will obtain a credit rating based on the last known fiscal figures. The tenderer's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as recent information of relevance to the company's fiscal numbers. The contracting authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement. Tenderers must present all documentation they find relevant for the assessment of their financial capacity.

Qualification requirement: tenderers must have sufficient capacity to carry out the assignment.

A maximum of five reference projects are to be provided. Tenderers must have an environmental management system that fulfils the environmental management standard ISO 14001:2015 or equivalent.
Documentation requirement: tenderers must submit certificates of the company's environmental management system issued by independent bodies, confirming that the tenderer meets specific environmental management standards, for e.g. ISO 14001:2004/2015. Refer to the EU scheme for environmental management and environmental audit (EMAS), other known environmental management system in the scheme (EF) No 1221/2009 article 45, and other environmental management standards that are based on relevant European or international standards from accredited bodies.
