The aim of the procurement is to enter into a contract for system maintenance and development of the department's trade system, WebDEB. WebDEB is a web based system for the registration and follow-up of REG’s subscriptions and waste services. The contract is necessary so that REG can offer good services to Oslo Municipality's inhabitants, secure subscription data, provide good customer service, as well as maintain cost efficient waste collection services in the municipality.
The trade system WebDEB has played an important role at REG for almost 20 years, but is outdated in several areas. REG therefore needs a more modern system with future orientated architecture, where both the interface and database must be modernised. In addition the system must be developed so that it is flexible and can easily meet the contracting authority's needs for expansions with new modules and integrations with other systems.

Tenderers must be a legally established company.
Documentation requirement:
• Norwegian companies: Company registration certificate
• Foreign companies: Proof that the company is registered in a trade register or
Company register as prescribed by the legislation in the country where the tenderer is established.

Tenderers must have sufficient financial capacity to fulfil the assignment.
Documentation requirement:
• The contracting authority reserves the right to obtain a credit rating of the tenderer at
any time in the contest.
Teknisk og faglig kapasitet:
Requirement no. 1. Tenderers must have experience from similar assignments.
Documentation requirement:
• An overview of the most important services that the tenderer has carried out in the last three years, including information on the contract´s value, date of execution and the name of the recipient/contracting authority.
Requirement no. 2. Tenderers must have good implementation ability.
• A description of the tenderer's average annual workforce and the number of employees in the management during the last three years.
Requirement no. 3: A good and well-functioning quality system is required for quality assurance and environmental management for the services
that will be provided.
• Documentation on the tenderer’s quality assurance and environmental management systems. If a tenderer is certified in accordance with ISO 9001/14001, it is sufficient to attach a valid ISO certificate.
