In addition to the facility at Marienlyst in Oslo, NRK has a public service office in Mo i Rana, as well as the NRK Sápmi office in Karasjok. NRK also has regional centres, district offices and local offices all over Norway.

Purpose and background for the procurement

NRK has a large stock of mobile equipment that is continually being changed. For this we need both off the shelf suitcases and racks, but also special suitcases/racks/crates/bags in order to be able to transport this equipment at any given time in a safe and secure manner. Transport will occur both under the control of NRK by car and through forwarding agents by car/boat/plane. We are seeking collaborating partners for this agreement who will secure the best possible handling of these situations for us.

The contract will come into force on the last signing date and will have a 2-year duration with the possibility of extension for 1 year + 1 year.

NRK intends to enter into a maximum of 3 parallel framework agreements within each of the award groups described in Part III The framework agreement, point 3.8:

Award group A:

— 2.1 transport crates;

— 2.2 flights with a rack assembly system;

— 2.3 rack with shock absorbing internal hangings.

Award group B:

— 2.4 suitcases with and without suitable linings;

— 2.5 soft bags.

Experience says that the annual procurements for all 5 product groups will be between NOK 400 000 and NOK 500 000 excluding VAT a year. The value is an estimate and is not binding for NRK. Furthermore, the estimate is that approx. 80 % of this is reuse of the existing assortment (reuse of drawing database or other standard products).

Beskrivelse av opsjoner:

— the contract duration will be 2 years with the possibility of extension for 1 year + 1 year;

— the contracting authority has a unilateral right to enter into any options specified in Part IV as well as order other products and services that can be naturally defined under the scope of the contract on verbatim terms and within an equivalent price level as that in this framework agreement and annexes.

Company registration certificate

Tenderers must be a legally registered company.

Documentation requirement: company registration certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.

Tax certificates

The company must not have significant arrears in connection to the payment of taxes and duties to the government.

Applies to all Norwegian tenderers.

Documentation requirement: a tax and VAT certificate issued by the tax collection office. The certificate must not be more than 6 months from the tender deadline. Any arrears must be justified. The certificate can be obtained from Altinn.

Økonomisk og finansiell stilling:

Economic and financial position

The contracting authority has requirements for the supplier's financial and economic position. Sufficient solvency is required to ensure implementation ability throughout the duration of the framework agreement.

Documentation requirement: accounts: annual financial statements with the board's and auditor's reports as well as profit and loss statements and balance sheet for 2019.

Credit rating: a credit/solidity rating and bankruptcy prediction from a certified credit rating company must be enclosed with the qualification application. The assessment must be able to access information about

1) Credit rating; and

2) Degree of bankruptcy risk (bankruptcy prediction) and the information must not be older than 4 months old at the time of the tender deadline. NRK retains the right to undertake an assessment free of charge of the tenderer's economic and financial standing through Experian unless the tenderer in the letter of offer expresses otherwise. If a tenderer is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that verifies a financial ability to fulfil the contract.

Competence and professional capacity

The company must demonstrate that they are capable of handling the delivery, user support and service apparatus to NRK, as well as highlight their competence and accessibility. Provide a description of the tenderer's organisation, including to what degree sub-contractors/collaborating partners will be used to ensure quality and timely deliveries to NRK.

Documentation requirement: all points must be documented separately in such a way that they can be specifically assessed against the offered product/service categories.

Relevant deliveries and references.

Tenderers must provide at least three relevant, current and well documented references in the relevant product/service areas. The references must be from customers with an equally complex product portfolio as NRK.

Documentation requirement: references shall as a minimum provide the following information:

• name of the customer;

• contact information at the contracting authority; name, position, e-mail address and telephone number;

• a brief description of the deliveries;

• date and duration.
