The contracting authority will replace and standardise locking systems in other municipal buildings.
The contract also applies to maintenance and renovation, but also some reconstruction and development of own properties. The contracting authority reserves the right to collect its own tenders and to maintain facilities from another manufacturer regardless of the agreement for new projects / buildings.

Øvre Eiker Municipality has a separate framework agreement for locking systems for patients living at home and private residences, but will join as an option on this contract.
He contract includes operation and the tenderer must have support and 24 hour manned security centre.
The value of the procurement is estimated to be over the EEA threshold. The amount is an estimate and is not binding for the contracting authority. The volume will be dependent on i.a. the contracting authority's requirements, activities, budget and other framework factors.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered splitting the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is not suitable.

The procurement will be administered by the attached contract documents.
Contract commencement is from 16 March 2021 until cancellation with 6 months warning between the contract parties.
Necessary software that will be delivered as a cloud-based solution and regulated by the attached SSA-L.
The choice of contract is justified on the basis of investment considerations with the contracting authority, as during the agreement period one must change and standardise to a common system. Any change of supplier will lead to technical and significant additional costs for the client in a time-limited agreement.

The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507,previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. Requirements regarding the tenderer's economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Teknisk og faglig kapasitet:
There are requirements regarding the tenderer's technical and professional qualifications.
The tenderer must have a satisfactory quality assurance system (ESPD: Part IV B58-4).
Documentation requirement: certificate of the company's quality system/management system issued by independent bodies that confirms that the tenderer comply with certain quality assurance standards, for example ISO certification. The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
