The framework agreement includes annual maintenance of lift installations in the listed municipal buildings. The agreement comprises of the following categories:

— complete control and testing of functions, mechanically and electrical;

— service, maintenance, and improvement of the current installations;

— suggestions for control and measure plans;

— reports as a part of Hå municipality's internal control.

The objective of the maintenance agreement is to ensure that Hå municipality's lifting devices, including lift systems, always comply with the requirements for good safety and operational stability, and to optimise the operational costs. Optimised operational costs means the lowest possible operational costs for the expected remaining lifetime for each lift.

The tenderer shall ensure that the municipal lifts always comply with the requirements in the technical regulations including guidelines for the maintenance and service of lifting devices, as well as the guidelines for the technical regulations to the Planning and Building Act (TEK17).

The procurement of any new lifts is not included in the agreement as these are procured through a separate maintenance agreement.

The agreement includes several areas containing a total of 35 lift installations. These are further described in the attached overview.

There are different manufacturers and models subject to maintenance which the service provider shall maintain, and it is therefore important that the tenderers are capable of maintaining different makes. Attached is further information on each installation.

The assignment includes the service, maintenance and repairs of all lifts connected to the agreement. The exception are lifts that possibly were, or will be, procured with a separate maintenance contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

A. Suitability/a: The total compliance with all qualification requirements registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to comply with other requirements in the mentioned annex.

Description of requirements/documentation:

Norwegian tenderers: Company Registration Certificate.

Foreign tenderers: proof that the tenderer is registered in a trade register, or tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Tax certificate

Tenderers must submit a VAT certificate and a tax certificate. This only applies if the tenderer is Norwegian. The tax certificate must not be older than 6 months old at the deadline for submitting

Requests for participation in the call for tenders.

B. Economic and financial capacity financial key figures regarding the financial key figures given in the notice or the procurement documents, the tenderer declares that the actual value(s) for the key figure(s) requested are as follows:

Description of requirements/documentation:

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to conduct this business.

C. Technical and professional qualifications only for services

Only for services: during the reference period, the tenderer must have delivered the following important goods of the requested type, or the following important services of the requested type. The contracting authority may require 3 years experience and can take experience from the period before the last 3 years into consideration.

Description of requirements/documentation: tenderers must have experience from comparable assignments.

Documentation requirement: description the tenderer's 3 most relevant assignments in the course of the last 3 years. The description must include a statement of the object of the contract, date and result/decision. As well as the point of contact at the contracting authority. It is the tenderer's responsibility to document relevance through the description.

Technical facilities and quality assurance measures the tenderer utilises the following technical facilities and quality assurance measures and the tenderer's examination and research facilities are as follows:

Description of requirements/documentation: a good, efficient quality assurance system is required.

Documentation requirement: a description of the tenderer's quality assurance measures.
