The procurement concerns tenders for delivery of fleet administration, operation leasing and in certain events the purchase of vehicles where this is the most economically advantageous for Statnett. The purpose of the procurement is to have access to the most economical vehicles in relation to operation and maintenance, environmental impact, leasing price etc., and that simultaneously solve our functional requirements and needs. Statnett will have the opportunity to make call-offs on other brands and models than the selected tenderer has offered in their original tender. Other comparable models must be offered at equivalent price, if this is considered appropriate for Statnett, due to a reduction of environmental impact and/or being more economical in terms of fleet management for Statnett. Options: Purchase of vehicles, in circumstances where Statnett finds this appropriate.

Tenderers must have the financial capacity to fulfil the contract (i.e. good finances).
A minimum of rating A or equivalent is required.

A copy of the credit rating:
The credit rating must not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that Statnett SF can assess different ratings against each other.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Tenderers who are unable to obtain the named certificates within the deadlines given in the tender documentation, cf. FYF § 12-2 third section, must document equivalent well-functioning environmental management measures equal to the requested systems.

Documentation: The tenderer must present a certificate documenting certification in accordance with ISO 14001:2015, EMAS, Eco-lighthouse or equivalent certificates issued by bodies in other EEA states.
Other documentation of equivalent environmental management measures will be accepted if the tenderer has not had the opportunity to obtain the named certificates within the deadlines given in this tender documentation. The assumption is that this is not the tenderer’ fault, and that the tenderer documents measures equivalent to the requested environmental management systems, or the standards.

Documentation: If the tenderer is certified in accordance with ISO 9001:2015 or equivalent quality assurance standards, and the certification covers the delivery, it is sufficient to enclose a copy of the valid certificate.

Requirement: Relevant Experience
Tenderers must have relevant experience from equivalent deliveries. The reference assignments must have been completed in a satisfactory way.
Documentation: A detailed description of the tenderer’s primary assignments in the last five years from the application deadline. Use Annex 5 - Template for references. For each of the deliveries the following must be provided:
In addition to the tenderer’ listed deliveries, Statnett will also look at any of their own experiences with the tenderer, including completed scorecards from previous relevant assignments.
