Moss kommune

Moss Municipality intends to enter into a framework agreement for the purchase of laundry services that include the hire, washing and distribution of health textiles to businesses for the municipal area of health and coping.
The agreement is divided into the following lots:
1) occupational clothing;
2) institution textiles.
The estimated contract value is between NOK 20 and 25 million, excluding VAT. The estimate is based on a maximum contract period of 4 years.
Estimated percentage distribution per lot:
Lot 1: Occupational clothing — 60 %;
Lot 2: Institution textiles — 40 %.
The estimated value and estimated distribution do not entail any obligations for the contracting authority nor any rights for the provider. The estimates are intended as an indication of the size and scope of the agreement.

The framework agreement is 2 years with an option for the contracting authority to extend the contract for 12 months at a time for up to two times. The maximum duration of the contract is, therefore, 4 years.

Option for hiring/washing hygiene duvets, bed sheets, duvets and pillows, as well as only washing duvets, pillows and patients'/residents' clothes.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
The tenderer must have certification from either:
1) EMAS;
2) another recognised environmental management system; or
3) another environmental management standard based on relevant European or international standards from accredited bodies.
The tenderer must have a quality management system/standard based on relevant European standards that are certified by accredited bodies.
The tenderer must have a quality assurance system that confirms that the tenderer is suitable to fulfil the ethical contract terms. This means that the tenderer must have methods for methods for quality assurance describing how the company works to comply with ethical trade in operations and in the supply chain.
