The gas-powered Container based fire simulator will provide the opportunity to develop and train in fundamental extinguishing techniques.
The container based fire simulator will be 40 foot. It must be insulated and suitable for Nordic conditions. The facility must be new and must be delivered complete and ready for use at hand-over.
Propane in gas form will be the fire source.
Maximum budget limit for the total delivery is NOK 2.8 million excluding VAT (NOK 3.5 million including VAT).
A more detailed description of NIBR's expectations and requirements concerning the delivery are in the tender documentation and requirement specification.
NB: since this is a competition with negotiation the requirement specification and price form are attached for information only. Only the tenderers who satisfy all qualification requirements and who are invited to participate in the competition will have the opportunity to fill out the requirement specification and price form.

NIBR has budgeted funds intended for the training container. However, the funds will not be available before autumn 2021 (October/December).
Since the funds will first be available in autumn 2021, and final ordering can take placed then, the contracting authority wants an extra long abidance period. At the same time, the contracting authority makes reservation that if the funds are not given the competition will be cancelled. Tenderers submit tenders at their own risk without cost to the contracting authority. The winning tenderer will therefore not being production of the goods before a clear signal is given by the contracting authority.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Norwegian companies: company registration certificate.
Foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
The contracting authority will obtain information on the credit rating via Bisnode CreditPro (soliditet.no). It is therefore unnecessary to submit these details. (Soliditet.no contains key information about all enterprises in Norway). Tenderers are requested to check if such information is available at Bisnode CreditPro.
