Kristiansund kommune

Kristiansund Municipality would like to enter into a framework agreement for the delivery of transport equipment such as public traffic signs with accessories, in addition to snow poles, sandboxes, etc.
Kristiansund Municipality currently procures the above-mentioned equipment for approx. NOK 1 000 000 — 1 500 000 excluding VAT a year. These amounts are not binding for the contracting authority, as the amount can be changed due to ongoing projects and changes in the budget resources.
The deadline for asking questions about the competition is Monday 18 August 2021.
Tender deadline: Wednesday 1 September 2021.
Due to summer holiday, questions will not be answered in the weeks 29, 30, and 31. The Point of Contact is back in week 32 and all questions received will then be answered continuously.

Kort beskrivelse:
The framework agreement will cover Kristiansund Municipality's need for transport equipment such as traffic signs, sign brackets, rods, and general sign assembly equipment. In addition the contract will cover the need for snow poles, barrier equipment, sand boxes, etc.

Signs on buildings, both outside and inside are not included in the contract. This also applies to information signs such as footpath signs, information on construction work, etc.
Separate contests can be held for the delivery of equipment for major site projects. This can, thus, be kept outside this framework agreement. This will also apply in cases where the contracting authority has outsourced work to an external contractor/supplier that is responsible for signage, barriers, markings, etc.

Barriers (longitudinal protection) will be kept outside this contract, both as regards hire and procurement. The same also applies to temporary and permanent road barriers, as well as some costly products such as warning wagons, bus/cycle shelters. These will be requested via mini-competitions/separate tender contests when the need arises.

Please note that questions regarding the call for tenders and documents thereof will not be answered in weeks 29, 30 and 31, due to public holiday. Any questions will be answered consecutively from and including week 32.

Egnethet til å utøve yrkesvirksomheten:
4.1 The tenderer’s certificates, authorisations, etc.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
4.3 The tenderer´s economic and financial capacity
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Information concerning credit ratings will be collected by the contracting authority via the credit information company Bisnode Credit Pro (soliditet.no). It is therefore unnecessary to submit these details. (Soliditet.no contains key information about all enterprises in Norway). Tenderers are requested to check if such information is available in Bisnode Credit Pro.

Teknisk og faglig kapasitet:
4.3 The tenderer's technical and professional qualifications
Tenderers must have experience from comparable assignments. A description of the tenderer´s up to 3 most relevant assignments in the course of the last 3 years. The list must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel at disposal for this assignment, including experience that has been acquired while the personnel performed services for another service provider.
