The framework agreement will cover the contracting authority's need for efficient and easy access to services that ensure that medical equipment and aids are inspected, maintained, and repaired, so that the medical equipment and aids are always safe and can be used without any danger.

The framework agreement will cover inspections and service of medical equipment in the following main groups:

1) Medical consumables A1. Diagnostic/treatment equipment with accessories

A2) Sterilisation cupboards, decontaminators, etc., with accessories;

A3) Physiotherapy equipment with accessories.

1) Medical aids B1. Beds, stretchers, and examination couches, etc., with accessories

B2) Bathroom equipment with accessories;

B3) Lifting devices with accessories;

B4) Scales with accessories.

The procurement concerns both main groups with the accompanying sub-groups.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirements:

Norwegian companies: Company Registration Certificate.

Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tenderers must have the required certifications to carry out work on electrical equipment in Norway and must be registered in the electrical company register. Documentation of registration in the electrical Company Register in accordance with the current rules. Any other documentation of certificates or authorisations within the field in accordance with the current rules.

Økonomisk og finansiell stilling:

Economy:

Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.

Taxes and duties: tenderers must have their tax and VAT payments in order in the country where they are established.

Documentation: tax and VAT certificate.

Minste nivå(er) av standarder:

Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company with character A (credit worth) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clear.

Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

The tenderer's personnel must always have the required certifications for carrying out work on electromedical equipment in Norway (cat. A and B see point 1.3)

Tenderers must have good experience and the capacity to carry out inspections and service on medical equipment and aids (cat. A and B).

Tenderers must have sufficient administrative and operative implementation ability.

A good and well-functioning quality management system is required for the requested services.
