INSS will use this procurement to enter into a framework agreement with a supplier of inspection of alcohol license inspections and alcohol sales locations, sales locations for tobacco with an option for infection control.
The purpose of the Sales and Alcohol License Inspection Committee is to contribute to the sales and serving of alcoholic beverages taking place within the limits of applicable laws and regulations, and that the Tobacco Control Act is upheld at the relevant sales and licensed premises. The tenderer must at all times maintain the framework conditions from the municipalities, including any changes in political alcoholic guidelines and sales and serving times. The Norwegian Act on the sale of alcoholic beverages and the Tobacco Control Act formed the basis for the inspection service.
Sales and alcohol license inspections will be carried out annually in accordance with the minimum requirements of the legislation.

Qualification requirement 2: the tenderer is required to have a legally established company.

Qualification requirement 3: the tenderer is required to have economic ability to implement the assignment. The minimum requirement is that the tenderer is creditworthy, and creditworthy means:

Satisfactory score or better on at least two of the following criteria: solidity, liquidity and profitability.

Minste nivå(er) av standarder:

Documentation: the contracting authority bases its evaluation on the accounting figures and key figures registered in Proff Forvalt. Tenderers who do not fulfil the above requirements can submit other documentation demonstrating that the tenderer is creditworthy.

Teknisk og faglig kapasitet:

Qualification requirement 4: the tenderer is required to have experience from similar deliveries. Similar means inspection of alcohol licenses and licenses premises, sales locations for tobacco to municipalities in Norway.

Minste nivå(er) av standarder:

Documentation: a reference list is to be enclosed for at least two similar assignments where one lists the customer, the name of the contact person and telephone number, as well as the scope and duration of the contract. The references provided can be contacted to answer questions regarding perceived quality, service and follow-up.
