The National Library would like to enter into a framework agreement for development, design, and consultancy services for existing digital communication services - which mainly use Wordpress. The National Library currently has several internet services, (including, but not limited to www.nb.no and www.bibliotekutvikling.no), which require further development. There are no clear specifications on what functionality must be developed, and user histories will be prepared in cooperation with the chosen tenderer. The framework agreement will be used to further develop the services and make www.nb.no a modern digital library. We are therefore also looking for competence in interaction design, and would like a tenderer that can assist us in the process of developing the service, a good user experience, and also able to implement this in the chosen publication system.

The development of the services at the National Library will be done in cooperation with our AI lab and our own internal development resources. We are therefore looking for a cooperation partner with broad technological understanding. Some of the current systems have been developed in React. Examples of this are embed.nb.no, www.nb.no/maken, and the portal for submitting library statistics. Tenderers must therefore understand this framework.

The National Library has an internet shop system that is used on www.nb.no/noter and www.nb.no/nettbutikk. The system uses Woo Commerce and tenderers must have experience with this product.

Tenderers must also have good competence in integrations with other systems. The National Library's application portal is integrated with the archive system Elements. The note shop is integrated with the library system Micromarc, the payment system Nets, the check out system Telix, and the financial system Agresso. Embed.nb.no obtains data from the National Library's own search API. The language bank obtains data from Clarino and Trolling. We currently use Prefect to manage data flow between the systems. Competence is Python is required to manage this flow.

The award of contracts will be based on the tenders that are most advantageous, in accordance with the following weighted criteria:

· Quality of offered personnel (60%)

· Submitted prices (40%)
