The procurement:

The procurement will be implemented as a limited contest with negotiations in accordance with PPR Part I and III.

A solution proposal is to be submitted in the contest phase, based on the contracting authority's room and function programme, as well as the other requirements set in the project. In addition tenders must be submitted for key personnel, which are the partnership contractor's project manager, engineering design manager, architect, landscape architect, and BIM coordinator. An assignment comprehension statement must also be submitted, based on an understanding of the project and the project's goals, particularly within themes concerning climate and environment, implementation model and interaction, and digitalisation.

Tender prices for the offered solution proposal must not be given in the contest phase. Tenders must be submitted for hourly rates and mark-up percentages. See annex II.1 Tender Form.

The award of contract to the partnership contractor will be based on the best relationship between price and qualitative criteria, as detailed in stage 2.

After the contract has been awarded, a partnership contract will be signed between the builder and the partnership contractor. The partnership contract will be based on NS 8407 with adaptations to this specific implementation model.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

1) The company must have experience from relevant assignments. Relevant assignments means assignments of the same complexity/degree of difficulty and scope/size. The company must have experience as a turnkey contractor from assignments;

2) The contracting authority requires that all tenderers have implemented a satisfactory quality system in order to ensure the quality of the implementation of this contract (point D. System for quality assurance and environmental standard).
