The objective of the invitation to tender is to enter into a framework agreement with a supplier for the delivery of hot drinks machines with associated service and support for the equipment that is delivered, whether it is purchased or hired. The agreement shall also include ingredients in the form of coffee / cocoa powder / milk powder that are replenished directly in the machines, as well as supplies (cleaning tablets / water filters) that are adapted to the machines. Other items such as cups, sugar sticks, tea, etc. can be included in this agreement, but can also be purchased in other agreements.

The agreement must also include assistance in choosing the right equipment in accordance with the individual location's needs.

The contracting authority will have the unilateral right to extend the contract for an addition one year + one year.

Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirement:
Norwegian companies: Tenderers must be a legally established company. Norwegian companies must document this with a Company Registration Certificate.
Foreign tenderers: Foreign tenderers must be able to prove that the company is registered in a trade or business register or a Register of Business Enterprises as prescribed by the legislation of the country where the tenderer is established.
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A good economic and financial standing is required to fulfil the contract.
Documentation Requirement: Tenderers must not attach any documentation. The Contracting Authority will obtain credit rating/financial data itself.
If the tenderer is not credit worthy or if the tenderer wants to document that their credit rating gives a misleading picture of the economic situation, the economic and financial standing can be established with other documentation. Tenderers should particularly justify why the credit rating is not presented or why it gives a misleading picture.

For companies without a score in the Bisnode database, the contracting authority will consider the accounting figures and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to reported demerger/merge or similar events, must /fission/fusion or equivalent, may be approved.

a. The supplier must have good experience from similar assignments / deliveries (i.e. assignments of the similar nature, complexity, degree of difficulty, size and scope) with associated services.
Documentation requirements: The supplier must provide a list of the most important relevant deliveries in the last five years, including information about the contracting authority, type of contract, value, time and recipient (name and e-mail), as well as a brief description of the delivery's content, scope and obligations.

b. Tenderers must have sufficient implementation ability and capacity for implementation of the contract.
Documentation requirement: A statement of the tenderer’s organisation and available resources (employees and equipment) for implementation of the contract.
e. Tenderers must be certified for environmental management, in the form of EMAS, ISO 14001, or Miljøfyrtårn [Eco-lighthouse]. Other certificates issued by bodies in other EEA countries can also be presented, provided that the supplier can substantiate that these are equivalent to

the EMAS or ISO 14001 standards.
Documentation requirement: A copy of a certificate issued by a certified 3rd party. The contracting authority will accept other documentation for similar environmental management measures in case the supplier does not have the opportunity to achieve
such certificates by the tender deadline, and where the tenderer is without liability. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.
