In a meeting held on 30 January 2019, Bergen City Council dealt with case no. 10/19 ‘Plan for services for persons with disabilities, A whole life with meaning, growth and development 2018 — 2028’. The aim is to remove the disabled housing queue within 5 years.

We are looking for developers who have can provide their own site that is zoned for housing or services with a suitable location to build shared housing for mildly disabled persons. The contest form is a turnkey contract including site. The shared housing will consist of eight flats and a service base.

The project has environmental ambitions described in chapter B.4.7 passive house, fossil-free construction site, greenhouse gas accounts, etc.
Living quality and architecture are important premises in the competition and more about this can be found in chapter B Performance. The principle concerning normalisation and integration is important and emphasis is placed on the housing appearing as regular residence and not having an institutional appearance.

Grants will be sought from Husbanken. All of the housing must therefore fulfil Husbanken's requirement for investment grants for sheltered accommodation flats. The service base must satisfy requirements from the Norwegian Labour Inspection Authority.

Bergen municipality has the following goals for municipal housing offered to persons with disabilities:
— the residences are adapted to the individual's resources, opportunities and needs,
— the resident composition in the shared housing provides a basis for contentment and community,
— the residences must be established in good and regular residential environments so that the principles about normalisation and integration are adhered to,
— the residences have a good standard and universal design,
— the residences have technological systems that can provide an increased degree of self-sufficiency,
— the residences do not have institutional characteristics.
Bergen municipality will strengthen the focus on sheltered accommodation flats being integrated in multiple residential environments in a compact town in-line with the municipal plan's social component.

Minste nivå(er) av standarder:
The company must have satisfactory finances to carry out the assignment.
1) Tenderers must have experience from relevant assignments. Relevant assignments means assignments of the same complexity/degree of difficulty and scope/size. The company must have experience as a turnkey contractor from assignments. The company must have built apartment buildings; i.e. from quadplex and upward, possibly commercial buildings.

2) The contracting authority requires that all tenderers have implemented a quality management system that s satisfactory to ensure the quality of the execution n this contract (point D). System for quality assurance and environmental standard).
