Riksantikvaren (the Norwegian Directorate for Cultural Heritage) hereby invites tenderers to participate in a contest with negotiation with the aim of entering into a contract for further development and maintenance services of the web-based service Spor. Spor gives caseworkers in the cultural heritage administration rights-controlled access to the Norwegian Directorate or Cultural Heritage’s digitised archive material (photos, drawings, and historical archive material as well as central metadata from the cultural heritage database Askeladden).
Norwegian Directorate for Cultural Heritage is preparing for further development of the services to be performed as a smooth development project, where the Norwegian Directorate for Cultural Heritage has the overall responsibility for prioritising what will be developed. The Norwegian Directorate for Cultural Heritage works in a structured way with defined and time limiting sprints based on user-history and user-requirements.

The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
Tenderers must have the sufficient implementation ability and capacity to carry out the assignment within the contracting authority's deadline.
The tenderer should have experience and a structured approach to a flexible development method.
The tenderer should have experience in developing search engine-driven websites and dynamic web development based on responsive design, as well as experience in security, user friendliness and universal design.
The tenderer should be able to document relevant experience with the technologies and code language used in the service Spor.
