The contracting authority needs to enter into a framework agreement for the procurement of furniture for a major renovation of Sandefjord Sixth Form College. The first call-off will be directly after the contract has been signed. This is for a new building of 3 storeys and a total of 3 300 m

Start-up of the contract: provisionally 12 May 2021. The first call-off on the framework agreement will be immediately after the contract has been signed, and will be based on the product specification (see annex B Product price and product specification). This will include teaching chairs and tables, module sofas, bar stools, and armrest tables for social zones, as well as office furniture. The amount will be approx. NOK 2 500 000-4 000 000 for building N in the above provisional delivery plan. The amount includes further planned supplements in the autumn break, week 40, and at the turn of the year 2021-2022. The framework agreement also includes furniture for buildings A and B, which will complete renovations in 2022. Two call-offs are planned here with a total amount of approx. NOK 2 500 000-5 000 000, subject to grants. A decision has not yet been made as to what furniture will be ordered. The framework agreement also includes furniture for building C and the new building O. The amount is estimated to approx. NOK 2 500 000-5 000 000, subject to grants. A decision has not yet been made as to what furniture will be ordered.

Requirements related to the tenderer's registrations, authorisations, etc.
Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement: tenderers must be able to present the following:
Norwegian companies must present a company registration certificate. Foreign companies must present verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Taxes and duties requirement: tenderers must have their tax and duty payments in order.
Documentation requirement: Tax and VAT certificate, not older than 6 months calculated from the deadline to request participation in the contest or the tender submission deadline.

Requirement: tenderers must have good solidity and also satisfactory financial capacity to fulfil the contract.
Documentation requirement: the tenderer's annual accounts including notes with the board and auditor's reports from the last 3 years. If the annual accounts for the last year are not completed before the tender deadline expires, the preliminary annual accounts for the last year must also be attached. The contracting authority reserves the right to get a credit rating from the company and accounting information system Bisnode Norge AS (https://www.soliditet.no). Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity. If a tenderer believes that such a credit rating will not provide sufficient information on the financial standing, the tenderer can attach other information that he believes is relevant.

Teknisk og faglig kapasitet:
Implementation ability requirement: tenderers must have the implementation ability and capacity to carry out the assignment within the given limits and deadlines.
Documentation: a brief, general description must be given of:
1) The organisation's staff and how the tenderer is organised for this contract;
2) The general quality system that the tenderer will use for the execution of the contract.
Reference requirements: tenderers must have experience from minimum 3 similar and relevant assignments. Relevant assignments are to be understood as deliveries with a similar content and scope as the individual call-offs described in point 1.2.2 the procurement's value and scope.

The college has worked on the colour and material concept. We would like to keep the existing qualities and connect new solutions to the existing qualities in an overall design. The college looks forward to creating an inclusive learning environment, which promotes health, well-being and learning for all students and staff at the college.

The total estimated value is estimated to be approx. NOK 7 500 000 — 14 000 000 excluding VAT/including options seen as a whole. The volume is based on future budgets. The value must be considered as an estimate and is not binding.
The first call-off is expected to have a value of approx. NOK 2 500 000 — 4 000 000 and will be based on annex B Product Prices and Product Specification. The rest of the volume is uncertain, as this will be affected by future projects that have not been approved yet, but which are estimated to be between NOK 5 000 000-10 000 000.
