A framework agreement shall be entered into for each disciplines, i.e. four (4) framework agreements, with up to four providers in total.

The framework agreements are nationwide.

Tenders can be submitted for one or more sub-areas.

The assistance can be connected to planning processes and the execution of plans, project assistance for different phases of construction projects, maintenance projects, alteration projects, road projects, etc.

The framework agreements can be used for all types of projects that are relevant for the discipline, but the contracts will mainly cover minor or medium sized projects.

The Norwegian Defence Estates Agency may at any time enter into other framework agreements that completely or partially overlap with this agreement.

Beskrivelse av fornyelser:

The agreements are valid for two (2) calendar years after the start of the agreements, with option for prolongation for up to (1) one year plus (1) one year, for a maximum of up to (4) four years.

Tenderers must be a legally registered company.

Documentation requirement:

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tenderers must have their tax and duty payments in order.

Documentation requirement: tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be older than 6 months from the tender deadline (Norwegian tenderers, only).

Økonomisk og finansiell stilling:

A credit rating, carried out by a company that can legally carry out credit ratings, of the tenderer that is not older than 6 months calculated from the application deadline.

The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Minste nivå(er) av standarder:

Tenderers must have sufficient financial capacity to fulfil the contract. The tenderer must be creditworthy.

Teknisk og faglig kapasitet:

A list of the most important relevant deliveries in the last 5 years. The list must highlight the tenderer's role in the reference project, along with the value, dates and the name of the contracting authority.

— description of the tenderer's total manpower;

— organisation plan.

Certificate of the relevant quality assurance standard, e.g. NS-EN ISO 9001.

(Other certificates issued by bodies in EEA countries that comply with the community regulations or the relevant European or international certification standards can also be presented.)

A description of the tenderer's quality assurance system.

Documentation that emphasises that the tenderer have the necessary and relevant professional qualifications to carry out measures that fall under the function, development class, and certification area as stated in the requirement for the discipline that the tenderer is submitting a tender for.

Documentation of central approval for the function, development class and certification area as stated in the requirement for the each discipline (not for RiPol).

Minste nivå(er) av standarder:

The tenderer must have good experience from the discipline/disciplines that the tenderer is submitting a tender for. Equivalent deliveries means deliveries of an equivalent scope, for example, framework agreements or equivalent, with assignments of a similar nature and complexity.

The tenderer must have the sufficient capacity to implement the framework agreement for the relevant discipline/disciplines.

The tenderer is required to have a good, well-functioning quality assurance system.

RiG (consulting engineer geo engineering):

The tenderer must have sufficient professional qualifications to be able to declare liability for development class 3, cf. SAK 10 § 13-5 for designers of geotechnical engineering.

RiPol (consulting engineer for Engineering of oil storage facilities for fuel with associated pipe systems and pumps):

The tenderer shall have good professional qualifications for carrying out the service in a satisfactory manner.

RiAku (Consulting engineer, acoustics):

The tenderer must have sufficient professional qualifications to be able to declare liability for development class 3, cf. SAK 10 § 13-5 for designers for acoustics and vibrations.

RIBr (Consulting Engineer, Fire):

The tenderer must have sufficient professional qualifications to be able to declare liability for development class 3, cf. SAK 10 § 13-5 for designers for the approval areas fire concept, fire extinguishing installations, water supply and drainage systems, fire alarm systems, emergency guidance systems, and for executors for the approval areas water supply and drainage systems, installation of fire alarm systems, installation of emergency guidance and fire extinguishing systems, and for independent controllers for the approval area fire safety installations.
