Sirkula shall procure up to 4 wheeled loaders. The wheeled loaders must preferably run on environmentally friendly energy sources. This includes, amongst other things, electricity, biogas, hydrogen, and plant based fuel.
In addition a 5 year service contract will be procured for the machines.
The contracting authority will also have an option to procure extra equipment as described in annex 1 - Requirements Specification.
The contracting authority would also like to receive tenders for a part exchange price for the existing wheeled loaders that run on conventional diesel.

The contracting authority will enter into a framework agreement with one tenderer.

The framework agreement will be valid for 4 years. The contracting authority can make call-offs for the machines during the entire contract period. The service contracts will be valid for 5 years from when the machine is delivered. The contracting authority is not obliged to make a procurement under the framework agreement before a call-off is made under the framework agreement.

The contracting authority estimates that the procurement will have a value of NOK 3-4 million excluding VAT, including all the options. The stated value is according to the contracting authority's best professional judgement, and is not binding for call-offs under the contract. The estimated value does not give an upper financial limit for call-offs under the framework agreement, and the contracting authority is only bound to an upper limit for the number of machines and equipment that can be delivered under the contract.

The contracting authority has an option for the delivery of additional equipment, cf. annex 1 - requirements specification.

The contracting authority would like an option for the part exchange of existing machines.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Documentation requirement: Norwegian tenderers: - Company Registration Certificate. Foreign tenderers: - Verification that the tenderer is registered in a company register or trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have the required economic and financial capacity to fulfil the contract.

A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: Tenderers can prove their economic and financial position with any document that the Contracting Authority will accept, e.g., a 'credit rating' not older than 6 months from a recognised credit rating company, the annual accounts for the last 3 years with the auditor's reports and notes, or relevant guarantees.

Must be attached to requests to participate in the contest.

Teknisk og faglig kapasitet:

(1) Qualification requirement: Tenderers must have good experience from comparable assignments, i.e., good experience with the delivery of existing systems, and the implementation, commissioning, support and maintenance of equivalent systems.

Documentation requirement: Description of the tenderer's up to three most comparable assignments in the last 3 years. The description must include: - Recipient (name, telephone number, and email address) - The assignment's scope and value - Delivery date and duration - Description of the delivery. It is the tenderer's responsibility to document the relevance in its description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

(2) Qualification requirement: The assignment requires tenderers who have systems for quality management.

Documentation requirement: Description of the company's procedures regarding quality management, with emphasis on quality assurance, continual improvement, resource management and management's responsibility. If a tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.

(3) Qualification requirement: Tenderers must have a clear focus on the environment in their company.

Documentation requirement: Tenderers must describe the company's environmental system. If a tenderer is environmentally certified in accordance with, for example, ISO 14001 or the Eco-Lighthouse scheme, it is sufficient to submit certification for such a scheme.
