Kristiansand Municipality requests tenders for the delivery of tradesman services and materials for the execution of service and maintenance of the contracting authority's buildings. This procurement concerns plumbers with delivery of services, materials and various ready assembled installations.
The contracting authority needs tenderers with competence within the following fields:
— installation of water and sewage pipes;
— installation of a pipe system, equipment and fittings for sanitary installations;
— installation of, for example, gas installations, sprinkler installations, pressurised air installations, ice water installation, and legionella protection installations;
— balancing circulation systems;
— pump systems, boiler installations, heating systems, shunts, fire cupboards, etc.
— carry out service work;
— certified for inspections/service of sprinkler valves; both dry, wet, and glycol circuits.

Kort beskrivelse:
The contract will be valid for 1 year, with an option to extend for 1 + 1 + 1 year, or a total of 4 years if the options to extend are taken up.
The contracting authority will enter into a framework agreement with up to 5 tenderers, which will be ranked in accordance with the award criteria in the applicable tender contest. If one of the framework agreement suppliers falls out during the contract period, the lower ranked suppliers will automatically move up the ranking order.

Assignments with an estimated value of below NOK 300 000 excluding VAT:
Requests for delivery will be sent to the highest ranked tenderer. If the highest ranked tenderer does not have spare capacity, the request will be sent to the next highest ranked tenderer. If this tenderer also does not have spare capacity, the request will be sent to the third highest ranked tenderer.

Assignments with an estimated value of more than NOK 300 000 excluding VAT:
For assignments with an estimated value of more than NOK 300 000 excluding MVA will be awarded after a mini-competition between all 5 framework agreement suppliers. The contracts in mini-competitions will be awarded to the most advantageous tender based on one or more of the following criteria:

— competence/experience;
— the time required to complete the assignment.
The criteria that will apply for each mini-competition, and their weighting, will be in the tender invitation to the mini-competition. When submitting a tender in a mini-competition, the tenderers will be bound by the hourly rates and mark-up stated in the framework agreement, unless the contracting authority for the mini-competition in question requests a fixed price for the assignment.

NB! The contracts can also be used for minor extensions/new buildings and minor investment projects when appropriate. The contracting authority retains the right to utilise other service providers in connection with special restoration projects.
Framework agreements signed for the old Songdalen Municipality will be valid until the end of August this year.

Egnethet til å utøve yrkesvirksomheten:
Company registration certificate
Requirement: tenderers must be a legally established company.
Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Teknisk og faglig kapasitet:
Environmental management system.
Requirement: the tenderer must have a third-party certified environmental management system such as ISO 14001, EMAS, Eco-Lighthouse or equivalent systems. Alternatively, tenderers must confirm that such certification will be carried out in the first contract year.

Commitment statement
Requirement: tenderers are required to have the right to use sub-supplier(s) if applicable.

Quality assurance/quality management system.
Requirement: a good and well-functioning quality assurance system/control system is required that is relevant for the contract's content.
Documentation: tenderers must submit a description of the tenderer's quality assurance measures. Alternatively tenderers can submit certificates pertaining to the company’s quality assurance system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Capacity and competence.
Requirement: tenderers are required to have the capacity and competence to fulfil the assignment, in accordance with the contracting authority's description of the procurement.
Documentation: a statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years. Information on education and professional qualifications at the tenderer and the company’s administrative management, particularly for the person(s) responsible for providing the service. Including special competence/certificates of apprenticeship/masters certificate or equivalent. Note: Individual CVs do not need to be submitted.
