The contracting authority for the contest is Birkenes Municipality and Lillesand Municipality, hereafter called the Contracting Authority.
The Contracting Authority would like to enter into a framework agreement with up to two tenderers for the provision of temporary staff services — cleaning staff. The distribution key for contracts under the framework agreement is in the contract terms, point 4.2.
The procurement will ensure that the Contracting Authority has access to temporary staff services for the hire of cleaners for municipal buildings when the need is not covered by our own staff. The hire of personnel will cover the Contracting Authority's need for personnel in times of short and long term absences.

Kort beskrivelse:

The need will be to procure temporary staff mainly for illness, leave and holidays. The assignments will be of varying length. Birkenes Municipality and Lillesand Municipality currently have their own cleaners that carry out daily cleaning. Lillesand Municipality currently has its own employed temporary staff that cover the need, but envisages that the need for hiring temporary staff will be greater during the contract period.

The scope of the procurements is estimated to be NOK 2.5 million a year, total NOK 10 million over the entire contract period, including options.

The extent is only an estimate and is not binding for the Contracting Authority. The contracting authority´s need can vary from year to year. The actual volume can vary based on changes in grants, activities and other framework terms.

The Contracting Authority would like to enter into a framework agreement with up to 2 tenderers. The framework agreement period is 2 years. The Contracting authority will have an option to extend the framework agreement for a further 1 + 1 year, to a total of 4 years including all options.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Qualification requirement: Tenderers must fulfil the terms for registration in the Norwegian Labour Inspection Authority's register, c.f. FOR 2008-06-04 No 541: Regulations concerning staffing companies, section 5. This requirement also applies for any sub-suppliers who will contribute to the fulfilment of the contract. Documentation requirement: Printout from the register for manpower companies or a copy of notification to the Norwegian Labour Inspection Authority, including documentation that the registration requirements are fulfilled. An equivalent printout must also be presented for any sub-suppliers who will contribute to fulfilment.

2) Qualification requirement: Tenderers must be a legally established company. Documentation requirement: Company registration certificate.

3) Qualification requirement: Tenderers must be registered in the Norwegian Labour Inspection Authority’s list of authorised cleaning businesses. Tenderers that are not yet authorised must have submitted an application subject to consideration. If the tenderer is not authorised by the Norwegian Labour Inspection Authority, the contract will be terminated with immediate effect. Documentation requirement: Copy of the authorisation issued by the Norwegian Labour Inspection Authority. Tenderers that are not yet authorised can attach a copy of the application/confirmation that an application has been sent.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for security, will be sufficient to meet the requirement. Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Minste nivå(er) av standarder:

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for security, will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

1) Qualification requirement: Tenderers must have sufficient capacity to be able to fulfil the contract. Documentation requirement: An overview of the tenderer's total number of temporary staff. The overview must show the number of temporary staff within the requested job categories.

2) Qualification requirement: Tenderers must have experience from the implementation of equivalent deliveries/comparable assignments. Documentation requirement: a list containing an overview and description of the tenderer's 3 most relevant assignments in the last 3 years. The list/description must, as a minimum, include:

— names of the customer/recipient,

— scope and value,

— date and duration,

— contact persons (name, telephone number, and email address),

— description of relevance (e.g., type of assignment/the company's role/the delivery's complexity).

It is the tenderer's responsibility to document relevance through the description. The Contracting Authority reserves the right to contact the listed references in order to verify the scope and quality.

3) Qualification Requirement: tenderers must have procedures for quality assurance. Documentation requirement: tenderers must give a description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement. If a tenderer is certified in accordance with ISO 9001 or equivalent, it is sufficient to provide a copy of a valid certificate.

4) Qualification requirement: tenderers must have a good environmental management system. Documentation requirement: a description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standards, it is sufficient to present a copy of a valid certificate.

2) Tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments.

3) Tenderers must have procedures for quality assurance.

4) Tenderers must have a good environmental management system.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The regulations on wages and working conditions in public contracts apply to this assignment (Regulations dated 8 February 2008 no. 112). The Working Environment Act Section 14-12a also applies for the temporary staff that are hired out to the contracting authority. This is described in more detail in the framework agreement.

The selected tenderer will be obliged to submit a report on how the company complies with the contract's requirements in this area.
