The Contracting Authority for the contest is Telemark Procurement Cooperation, which is a joint purchasing unit for Kviteseid, Nissedal, Nome, Midt-Telemark, Seljord, Vinje and Tokke Municipalities. Telemark Procurement Cooperation is hereafter called the Contracting Authority.

Beskrivelse av fornyelser:
The Contracting Authority will have an option to extend the framework agreement for up to a further 2 years, with up to 1 year at a time.
Beskrivelse av opsjoner:
Seljord Municipality will have an option to participate in the framework agreement.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their tax, employer contribution and value added tax (VAT) payments in order. Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
Minste nivå(er) av standarder:
The tenderer's complete annual financial statements for the last 2 fiscal years (i.e. the profit and loss accounts, the balance, the board's annual report and the auditor's report). Tenderers are also asked to submit further information if they believe it is relevant. The Contracting Authority reserves the right to obtain supplementary information about the tenderer's finances. The Contracting Authority reserves the right to request the tenderer submits a credit rating based on the last known fiscal figures.

Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments, and must document that they have the capacity to take on the assignment.
Minste nivå(er) av standarder:
Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider. The Contracting Authority can contact the stated contact persons if required. Short verbal description of the tenderer's resources in order to document the ability to carry out the assignment, e.g., staff, distribution systems, localities, other equipment, etc., related to the assignment in question. If required, the Contracting Authority will also have the right to request further information from the tenderer and can also request documentation, guarantees, etc., from collaboration partners, etc. In instances where the tenderer supports themselves on another supplier's capacity and/or competence, a commitment statement must be presented or another type of documentation showing that the tenderer has authority over the sub-supplier's offered resources.
