Kort beskrivelse:
Bergen Municipality, c/o the Agency for Urban Environment (the Contracting Authority), needs consultancy services for work on land contracts. This mainly concerns land acquisition for the development of infrastructure that lies in urban areas in the period 2021-2025. We need assistance in signing contracts with private and public landowners for the various infrastructure measures.

The Agency for Urban Environment has a broad spectrum of assignments and constructs public infrastructure such as roads, urban areas, pavements, playgrounds and squares. A lot of this future development shall occur on private and public land (not municipal) and we need to negotiate amicable contracts with landowners. The nature of the work requires good knowledge on property acquisition, in addition to good communication abilities. The offered personnel must speak very good Norwegian.

In some cases a basis for execution will exist in a development plan and the measure will be carried out with compulsory acquisition. In such cases the tenderer must also assist in the legal process together with the City Advocate.
In other cases there is no basis for execution and the measure will not be carried out without an amicable contract with the landowner.
Furthermore, assistance is required to implement the contracts in the event of conveyancing of a part of a title, title registration, etc. In addition, there can be a need for the following assistance for land acquisition:
— legal reviews,
— legal complusory acquisition valuations,
— valuations,
— feasibility studies for projects/development plans,
— surveying/staking out,
— Preparation of a land acquisition map.
In some cases there can be a need for reviews, for example, to review the need for land acquisition for the development of cycle paths.
It is difficult to estimate the scope of the need for assistance with these land acquisitions. Several measures are in the early planning phase, whilst others depend on a political decision and new development plans. In addition some land acquisition will be undertaken by employed personnel. Based on experience, the estimated need for land acquisition is 2-4 positions a year.

Generally, it is important that the municipality's archive routines are kept, and in some cases a project hotel will be required. It is important that there is interaction with the municipality's archive for this.
The goal is to carry out the required land acquisition for future development projects under the aegis of the Agency for Urban Environment in time so that the planned progress plan can be maintained.

Call-offs will be regulated by NS 8042.
The contract duration will be 2 years, with an option for an extension for 2 x 1 year, a total of 4 years.

Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. Teknisk og faglig kapasitet:
1) Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and can take experience from the period before the last three years into consideration.

2) Tenderers will have the following technical personnel or technical units available, particularly those who are responsible for
Quality checks. As regards technical personnel or technical units that do not directly belong to the tenderer's company, but is capacity that the tenderer will rely on, c.f. part II, section C, separate ESPD forms must be completed for them.
3) Tenderers and/or (depending on what requirements are set in the notice or the procurement documents) the managing employees (see the documentation requirements) must have the following education or professional qualifications.
4) The contracting authority requires that all tenderers have implemented a quality assurance system that is adequate to ensure quality in the implementation of this contract.
5) The contracting authority requires that tenderers have certification from independent third parties that confirm that the tenderer has routines and systems that ensure a low environmental impact from the execution of delivery.
Minste nivå(er) av standarder:
1) Tenderers must have good and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. Information on this point is to be given in Mercell. Only the first five projects will be assessed if more than five reference projects are listed.

2) Tenderers are required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority's needs. Documentation: Tenderers must attach an overview of personnel with technical/professional competence that is relevant for the execution of this delivery. The overview must include the person's professional qualifications, experience and how the person will be used in the delivery. All resources must have sufficient capacity in the contract period to be used as described.

3) Tenderers must have adequate competence and professional qualifications for managing and quality assuring the delivery.
Documentation: Tenderers must attach an overview of what experience and professional qualifications the management group and/or key personnel that will be responsible for the delivery have.
4) A description of the company´s implemented quality assurance system. A certificate must be submitted of the quality assurance system issued by independent bodies that confirm that the company fulfils certain quality management standards, for example, ISO 9001. If a company does not have a certificate, other documentation of the company's quality management system must be submitted. As a minimum, the following must be submitted in such cases:

— the system's name and a detailed table of contents,
— a general description of the content in the system, including an overview of inspection plans and checklists that are relevant for this contract,
— organisation map that shows responsibilities in the quality management system,
— a description of routines for internal control and deviation management (work with correcting and preventive measures),
— a description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for a general assessment of whether the qualification requirement is fulfilled.
5) Tenderers must submit certificates from independent bodies that document an established and satisfactory environmental management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS, or is certified by equivalent third parties. If a company does not have such a certificate, other documentation of the company´s environmental management system can be submitted. As a minimum, the following must be submitted in such cases:
