This procurement will mainly concern part 36 of the building part table. Tenderers are expected to have the necessary personnel and competence for balancing these types of installations.

— examples of assignments can be delivery of complete air treatment plants, including aggregates, channel network, insulation, periphery equipment, and transmitters. The tenderer will be obliged to provide all the required information in the format that is required for programming the SD top system;

— it may also be relevant for the tenderer to undertake the job as a main contractor and thus transferred to e.g. construction, plumbing and electro contracts. Projects where this is most relevant apply to larger ventilation work where other participants to a small degree are included and contributing;

— there are many special installations for medical activities at OUS. The ventilation contract will also include deliveries for these types of installations. Examples of this can be ventilation installations or relevant equipment for:

— surgical theatres,

— airborne infection isolation,

— hot lab,

— LAF-benches,

— safety benches.

The framework agreement period is 2 years with an option for a 1 + 1 year extension.

Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirements: Norwegian companies: Company Registration Certificate.

Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Requirement: the tenderer shall have settled conditions in relation to the payment of taxes, VAT and employer contributions.

Documentation requirement: Norwegian companies: Certificates for tax, VAT and employer contribution. The certificate must not be more than 6 months old. Any arrears or other irregularities must be justified.

Foreign companies: certificates from corresponding authorities in the country where they are registered for tax.

Økonomisk og finansiell stilling:

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract.

The requirement will be fulfilled if a tenderer has: achieved minimum credit rating 'credit worthy' or equivalent in the last available accounting year, and the average operating income/turnover in the last 3 available accounting years is minimum NOK 20 million (excluding VAT).

Documentation requirement: tenderers must present a credit rating from a certified credit information company licensed to operate such activity. The rating must not be older than 3 months. If the turnover figures for the last 3 accounting years are not included in the credit rating, the annual accounts including these figures must also be submitted. When using a parent company guarantee (see the attachment list), the credit rating of the parent company must be submitted. A bank guarantee can be submitted that provides equivalent guarantee for the ability to fulfil the contract.

Teknisk og faglig kapasitet:

Requirement: tenderers must fulfil the requirement for central certification for the right to be responsible for execution for the following discipliens and development classes: R.3 — ventilation and climate installations, development class 3.

Documentation requirement: proof of central certification or documentation that the tenderer fulfils the requirements.

Requirement: tenderers must have experience from equivalent assignments: equivalent assignments means work with (alternatives): Hospitals for clinical activities or assignments with major complexity and degree of difficulty where possible consequences of shortcomings and errors can have serious consequences.

Documentation requirement: an overview of 3 equivalent deliveries in the last 5 years that as a minimum contains z description of the delivery, including:

• the name of the client,

• date of execution,

• monetary scope of the delivery,

• name and telephone number of the reference person at the client.

The contracting authority must have the opportunity to contact the contact persons listed.

A description of the proportion of the deliveries that the tenderer assigned to sub-contractors. References from sub-suppliers will also be accepted if the work carried out by the tenderer falls under the work considered to be equivalent assignments.

For newly established companies unable to present references, the tenderer is required to highlight that they have the pre-requisites to carry out the work, and in this connection must account for the company formation and employee competence.

Requirement: all executing personnel used under the framework agreement must have a valid certificate for hot work.

Documentation requirement: a valid certificate for hot work — upon request.

Requirement: tenderers must have a well-functioning quality assurance system.

Minimum requirements for the system: must ensure that the delivery fulfils the requirements stated in the contract. If the quality requirements for materials and execution are not stated in the contract, the normal requirements for equivalent work apply.

Must have routines to identify, see to, and document fulfilment of relevant requirements.

Must ensure that deviations are identified, dealt with and closed, including preventing a repetition of the deviation.

Check lists must be clearly written. It must be possible to assess the check list if you are not an expert, and it must give the reader sufficient information on whether or not there are deviations.

Documentation requirement: a description of the tenderer's methods for quality assurance, which documents how the minimum requirements for the system are ensured, with all relevant control plans, check lists, and reports. Alternative ways of presenting this can, for example, be via PDF files, pictures, Word document, Excel format, etc., or by giving the contracting authority reader rights to a web system.
