Kristiansand Municipality requests tenders for the delivery of tradesman services and materials for the execution of service and maintenance of the contracting authority's buildings. This procurement is for electricians with the delivery of services, material and various ready assembled installations within heavy current and low current, data/distribution network/fibre, and automation.
The contracting authority needs a tenderer with competence in the following fields:
— alarm installations,
— tele and automation,
— computer network,
— EIB (European Installation BUS) and KNX- installations,
— regulation of installations for control plants,
— carrying out service work on electrical installations,
— electrical inspections in houses, business, and public buildings (internal control),
— carrying out light calculations.

Estimert totalverdi: 64 000 000 NOK 💰
Kort beskrivelse:
The contracts will be valid for one year, with an option to extend for 1 year + 1 year + 1 year, or a total of 4 years if the options for extension of the contracts are utilised.
The contracting authority will enter into framework agreements with up to five suppliers, who will be ranked in accordance with the award criteria in the applicable tender contest. If one of the framework agreement suppliers leaves during the contract period, the lower ranked suppliers will automatically move up in the rankings.

Assignments with estimated value under NOK 300 000 excluding VAT:
Requests for delivery are directed to the highest ranked supplier. If the highest ranked supplier does not have available capacity, the request will be directed to the next highest ranked supplier. If this supplier also doesn't have available capacity, the request will be directed to the third highest ranked supplier.

Assignments with estimated value over NOK 300 000 excluding VAT:
For assignments with an estimated value over NOK 300 000 excluding VAT the assignments are awarded after mini-contests with all five of the framework agreement suppliers. Award of assignments in mini-contests takes place to the most economically advantageous tender based on one or more of the following criteria:

The criteria that will apply to the relevant mini contest, and the weighting of these, will be stated in the tender invitation to the mini-contest. When submitting tenders in mini contests, the suppliers are bound by hourly price and mark-up stated in the framework agreement, unless the contracting authority in the relevant mini contests requests fixed price for the assignment.

NB! The contracts can also be used for minor additions/new constructions and smaller investment projects when appropriate. The contracting authority retains the right to utilise other service providers in connection with special restoration projects.

Company registration certificate
Requirement: Tenderers must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Teknisk og faglig kapasitet:
Environmental management system.
Requirement: the tenderer must have a third-party certified environmental management system such as ISO 14001, EMAS, Eco-Lighthouse or equivalent systems. Alternatively, tenderers must confirm that such certification will be carried out during the first contract year.

Requirement: tenderers are required to have the necessary authorisation to execute the contract.
Documentation requirement: Valid proof that the company is certified as an electrical installer within the discipline.
Commitment statement
Requirement: tenderers are required to have the right of use sub-contractor(s) if such will be utilised.
Documentation: a signed commitment statement from relevant sub-contractors, use Annex 2, Commitment Statement.
Quality assurance system/quality management system
Requirement: a good and well-functioning quality assurance system/quality management system that is relevant to the contract content.
Documentation: the tenderer must present a description of the tenderer's quality assurance measures. Alternatively, the tenderer can present certificates pertaining to the company’s quality assurance system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Capacity and competence.
Requirement: the tenderer is required to have the capacity and competence to implement the assignment, seen in accordance with the contracting authority's description of the procurement. Documentation: A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years. Information about education and professional qualifications at the tenderer and the company’s administrative management, particularly for the person(s) responsible for providing the service. Hereunder special competence/certificates of apprenticeship/craft certificate/master builder's certificate in construction or equivalent. Note: Individual CVs do not need to be submitted.
