Kristiansand kommune

Kristiansand Municipality requests tenders for the delivery of tradesman services and materials for the execution of service and maintenance of the contracting authority's buildings. This procurement concerns bricklayers with the delivery of services and materials.
The contracting authority needs tenderers with competence within the following fields:
— bricklaying with cement, brick, and natural stone products;
— cement and limestone plastering of surfaces;
— tile laying with brick and ceramic products;
— filling work;
— service work.
NB: The procurement does not include concrete work and sheathing, (see the contest 'Framework Agreement for Trade Services — Joiners and Carpenters').

Estimert totalverdi: 2 600 000 NOK 💰
Kort beskrivelse:
The contract will be valid for 1 year, with an option to extend for 1 + 1 +1 year, or a total of 4 years if the options to extend are taken up.
The contracting authority will enter into a framework agreement with up to 5 tenderers, which will be ranked in accordance with the award criteria in the applicable tender contest. If one of the framework agreement suppliers falls out in the contract period, the lower ranked suppliers will automatically move up the ranking order.

Assignments with an estimated value below NOK 300 000 excluding VAT:
A request for delivery will be sent to the highest ranked tenderer. If the highest ranked tenderer does not have spare capacity, the request will be sent to the next highest ranked tenderer. If this tenderer also does not have spare capacity, the request will be sent to the third highest ranked tenderer.

Assignments with an estimated value of more than NOK 300 000 excluding VAT:
For assignments with an estimated value of more than NOK 300 000 excluding VAT, the assignments will be awarded after mini-competitions between all 5 framework agreement tenderers. Assignments will be awarded in mini-competitions to the economically most advantageous tenders, based on one or more of the following criteria:

— competence/experience;
— time required to complete the assignment.
The award criteria that will apply for each mini-competition, and the weighting of them, will be in the tender invitation to the mini-competition. When submitting a tender in a mini-competition, tenderers will be bound by the hourly rates and mark-up stated in the framework agreements, unless the contracting authority in the mini-competition requests a fixed price for the assignment.

Company registration certificate
Requirement: tenderers must be a legally established company.
Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Teknisk og faglig kapasitet:
Environmental management system.
Requirement: the tenderer must have a third-party certified environmental management system such as ISO 14001, EMAS, Eco-Lighthouse or equivalent systems. The contracts can also be used for minor extensions/new buildings and minor investment projects when appropriate.

Requirement: tenderers are required to have the necessary authorisation for the execution of the contract.
Documentation: current proof that the business hold central certification in enterprise classification 2 for the discipline.
Commitment statement
Requirement: tenderers are required to have the right to use sub-supplier(s) if applicable.
Documentation: a signed statement of commitment from relevant sub-supplier(s). Use annex 2; Statement of commitment.
Quality assurance/quality management system.
Requirement: a good and well-functioning quality assurance system/control system that is relevant for the contract's content is required.
Documentation: tenderers must submit a description of the tenderer's quality assurance measures. Alternatively tenderers can submit certificates pertaining to the company’s quality assurance system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Capacity and competence.
Requirement: tenderers are required to have the capacity and competence to fulfil the assignment, in accordance with the contracting authority's description of the procurement.
Documentation: a statement of the tenderer's average total workforce and the number of employees in the administrative management in the last 3 years. Information on education and professional qualifications at the tenderer and the company’s administrative management, particularly for the person(s) responsible for providing the service. Including special competence/certificates of apprenticeship/masters certificate in construction or equivalent.
