Oslo Municipality's infrastructure is developed with support systems based on Cisco products. Oslo Municipality has around 30 000 Cisco products installed in the network, everything from fire walls, switches, routers and wireless access points. Stable operation of infrastructure is dependent on products that connect to the municipality's network being compatable with each other, for a more detailed description see SSA-R Annex 6 the client's technical platform.

We want a joint procurement contract that gives Oslo Municipality centrally and all businesses in Oslo Municipality the opportunity to acquire network equipment within the Cisco portfolio.
Requirements for the purchase of network equipment will typically arise when the existing equipment reaches end-of-life, when there are expansions and alterations in the existing network, or with new establishment or relocation of entities.
The joint procurement contract will include all of the municipality's entities regardless of whether they are part of Oslo Felles IKT Platform (Oslo Joint ICT Platform) (Oslo Felles) or not (see Appendix 3).
This joint procurement contract will apply to the purchase of network equipment for data processing centre networks and local networks in the individual entities, and maintenance services for instances where SFC/Sweeps (Service Full Coverage) idoes not apply (i.e. For entities that are not part of Oslo Felles).

NB: Oslo Municipality has a separate contract for Enterprise Agreement (EA) (license contract) for the entities that are part of Oslo Felles within the goods groups 1 and 2, cf. SSA-R Annex 1A and B. It is uncertain how many licences will be purchased within goods group 3, 4 and that will change in connection with migrating.

Beskrivelse av fornyelser:
The framework agreement is 2 years from the date the contract is signed. The contracting authority has an option to extend the contract for a further 1 year + 1 year on verbatim terms.
Beskrivelse av opsjoner:
There will be an option for:
• associated consultancy services, installation and configuration services. (For example, project manager and participants in the larger network expansions in connection with establishing schools, new construction etc.);
• SFC/Sweeps (Service Full Coverage);
• licenses on equipment that is not part of the enterprise agreement;
• maintenance contract where SFC/Sweeps does not apply.
The options are non exclusive, and all options must be offered. NB: the options are included in the contracting authority's estimated contract value.

Qualification requirements:
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Qualification requirements:
— The tenderer must have good economic and financial capacity to be able to fulfil the contract.
Documentation requirement:
The company's last annual financial statements including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit appraisals as a supplement to the evaluation of the tenderer’s economic and financial capacity.

Qualification requirements:
The tenderer must have experience with complex clients with comparable deliveries.
Documentation requirement:
A description of up to three of the primary deliveries during the last three years, including recipient, complexity, and size.
NB: the contracting authority draws attention to the fact that if more than three delivery descriptions are attached, only the first three will be evaluated.
The tenderer must have implemented quality assurance measures that ensure that the tenderer is capable of fulfilling the contract obligations on social requirements. This means that the tenderer has quality assurance methods that enable monitoring of compliance with ILO core conventions (ILO Convention Nos 138 and 182 (prohibition of child labor), Nos 29 and 105 (prohibition of forced labor/slavery), Nos 100 and 111 (ban on discrimination) and Nos 87 and 98 (freedom of association and right to collective negotiations)).
