Oslo Municipality has a goal that 16% of the bicycles are used for everyday trips by 2025. To achieve this goal, the Department of Urban Development implements various influential measures to encourage more people to use bicycles as a mean of transport. The measures include, among other things, pop-up bicycle workshops, training in bicycle mechanics, repair of municipal bicycles and maintenance of the Department's bicycle service stations. To implement these measures, the Department of Urban Environment wants to enter into a framework agreement with several providers.
The procurement is divided into the following lots:
1. Pop-up bicycle workshops, mobile bicycle workshops and operation of unmanned bicycle service stations.
2. Education in bicycle mechanics.

Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: The tenderer shall have sufficient economic and financial capacity to carry out the assignment.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to collect a separate credit rating from a reputable credit rating agency and use this as a basis in the evaluation.

Requirement: The tenderer must have experience from bicycle workshops.
Documentation: The tenderer must deliver an overview of up to 5 relevant assignments of equivalent nature The overview must indicate the name of the contracting authority, the nature of the work, the scope and value, as well as the time and place of execution of the work.
