The framework agreements will cover the need arbeidstilsynet (the Norwegian Labour Inspection Authority) has at any given time for strategic and operative consultancy services, including everything from ongoing ad-hoc assistance, to short-term and longer assignments. Vilkår for deltakelse
Økonomisk og finansiell stilling:
Be up to date with payment of taxes, employer contribution and VAT.
Tax and VAT certificate, not older than 6 months (applies to Norwegian tenderers).
Have a financial position that makes it possible for the contracting authority to have a cooperation with the tenderer for the entire contract period.

Teknisk og faglig kapasitet:
The tenderer must have experience from the execution of comparable assignments.
Comparable assignments means similar assignments for the government sector.
— description of up to five of the tenderer's most relevant assignments during the last 3 years. The description must as a minimum include a statement of the assignment's purpose, value, date and recipient. It is the tenderer´s responsibility to document relevance through the description;

Tenderers must have a good and well-functioning quality assurance system suitable for the delivery.
— The tenderer must deliver a brief description of the tenderer's routines and methods for quality assurance. The description must be maximum of one A4 page. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, and this is described in the certification, it will be sufficient to present a copy of a valid certificate.

The contracting authority plans to invite seven tenderers to submit tenders. If more than seven suppliers who fulfil the qualification requirements register their interest, the contracting authority will rank the suppliers according to an evaluation of the selection criteria ‘Experience from the implementation of comparable consultancy assignments’ as stated in requirement no. 3 in the table below point 3.1 in the tender documentation.

Under this criterion, the degree to which the described reference assignments are relevant for this procurement is assessed, and the seven best-ranked suppliers will be invited to submit tenders in the contest.
