The contracting authority wishes to enter into a framework agreement for the procurement and delivery of building materials and wood. The delivery of building materials applies to, among other things, wood, building boards, building plastic and building cardboard, insulation, doors, kitchens, roof tiles/roofing sheets, gutters and fittings, glue, joint-sealing compounds etc.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Documentation requirement:

Norwegian tenderers: Company Registration Certificate.

Foreign tenderers: verification that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to fulfil the contractual obligations. The required financial capacity will be assessed in relation to the contract's value, services, risk and length.

Documentation requirement:

A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures. The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.

Annual accounts for the last 2 years. These must contain notes, the board's report and auditor's report.

Teknisk og faglig kapasitet:

Tenderers are required to have good experience from equivalent contracts as the nature and scope of this agreement.

Documentation requirement:

A list with an overview of equivalent assignments during the previous three years. The list must as a minimum contain:

— the name of the customer;

— the contract value and scope;

— the date of the contract;

— brief description of the assignment.

Quality assurance requirement

— The tenderer must have a well-functioning quality assurance system.

Description of the tenderer's procedures regarding quality assurance, with emphasis on quality assurance, management responsibility and continuous improvements.

If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Environmental management requirement

Tenderers must have a well-functioning environmental management system.

A description of the company's routines for environmental management.

If a tenderer

Is certified for environmental management from third-party's verified systems (ISO 14001, EMAS, the Eco-lighthouse scheme or equivalent standards), it is sufficient to present a copy of a valid certificate.

Requirements regarding wages and working conditions

The agreement contains requirements related to wages and working conditions, documentation and sanctions in accordance with the regulations dated 8 February 2008 No 112 regarding wages and work conditions in public contracts.

ILO core conventions

Compliance with the ILO core conventions will be required in the contract.

The contracting authority will follow-up compliance throughout the contract period.

Plastic free municipality

The agreement includes appendix 1a, plastic free municipality. The tenderer is encouraged to examine the document thoroughly.

The Skien model (Norwegian: Skiensmodell)

The agreement includes appendix 1b, the Skien model (Norwegian: Skiensmodell) The appendix applies as far as appropriate.
