Asker municipality shall enter into a framework agreement for inspection and maintenance of manual fire extinguishing equipment. As of 01.01.2020, the new Asker municipality has been established following the merger of the former municipalities of Asker, Hurum and Røyken. Practice for completing the subject has been different in the 3 municipalities and consequently there is uncertainty associated with the scope of the contract. (New) Asker municipality now collects the delivery in a framework agreement where an option is given for call-offs from other municipal enterprises.

Asker municipality owns a significant property portfolio that is rented out to various businesses. The main responsibility for ensuring the fire safety in the buildings lies with the building owner.

The responsibility for fire safety is partly laid down in laws and regulations and partly a result of the contracting authority's strong focus on fire safety for our tenants and users who often belong to vulnerable groups in case of fire (children, mentally or physically ill, people with drug addiction, etc.).

The overall aim of the procurement is to ensure that the properties covered by the contract has well-functioning fire-extinguishing equipment that meet the building owner´s obligations as regards fire protection, in accordance with the current valid fire regulations.

The expected value is NOK 850,000 per annum. Please note that the estimate is subject to uncertainty as the assignments have previously been handled internally in Asker, Hurum and Røyken in different ways. The value also depends on the necessity / suitability for replacing the equipment. We emphasise that the present estimated value and the value stated for evaluation purposes in price vouchers are not binding for the client, and it is the prevailing need at any given time that is the basis for call-offs.

A framework agreement will be signed with 1 tenderer.

Documentation Requirement

2. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the tenderer is established.

Requirement: Tenderers must have the financial capacity/provide assurance that the tenderer will be financially viable to fulfil the entire assignment/contract - the company is required to be credit worthy (requirement A - also applies to sub-suppliers).

Documentation Requirement: 1. Asker Municipality will obtain credit ratings from Bisnode Norge AS.

Requirement 1: Tenderers must have experience from equivalent deliveries.

Documentation requirement 1: An overview of the most important deliveries of goods or services that the tenderer has carried out in the last three years, together with information on the contracts' values, delivery dates or executions and the name of the recipients. In order to ensure sufficient competition, documentation for relevant deliveries or services that the tenderer carried out more than three years ago will be considered.

Requirement 2: Tenderers must have a suitable quality assurance system.
