Framework agreement for the delivery of advanced bio-fuel oil

Oslo kommune v/ Oslobygg KF

Oslobygg KF (OBF) shall enter into a framework agreement with one supplier for the delivery of advanced bio-fuel oil.
The expected consumption of biofuel oil is in the order of 600,000 - 700,000 litres per year, divided between approx. 40 properties. The contracting authority's property portfolio consists of properties with bio-fuel oil as the main heat source and properties that have backup systems with bio-fuel oil. The frequency of deliveries to different facilities may therefore differ.
The expected value of the framework agreement is depending on price developments in the market for biofuel oil, temperature conditions in the period and the development in the number of properties with bio-fuel oil as a heat source in the Contracting Authority's property portfolio. The estimate is therefore subject to great uncertainty. The Contracting Authority expects the value to be between NOK 25 and 40 million.

Tenderers must be a legally established company.

• Norwegian companies: Company registration certificate

• Foreign tenderers: Verification that the company is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Financial capacity to implement the contract.

• Credit rating not older than 6 months. The contracting authority reserves the right to obtain a separate credit evaluation, if necessary.

Teknisk og faglig kapasitet:

• An overview and description of relevant executed assignments the previous three years, including information on contract value, the date of delivery or execution, and the name of recipient.

Sufficient capacity and ability to delivery.

• A description of the tenderer's technical personnel and technical units at the tenderer's disposal for fulfilment of the contract, whether they belong to the company or not. Including the tenderer's distribution network and/or delivery agreements. Furthermore, number of tank vehicles and terminal capacity at the supplier’s disposal in connection with implementation of the contract, shall be stated

Satisfactory quality assurance system

• A description of the tenderer's quality assurance measures. The tenderer´s own description of such measures and/or a presentation of the management system/quality assurance system, possibly certificates from a third party that confirm that the tenderer has the relevant system.

Satisfactory environmental management system

• A description of the tenderer's environmental management measures and / or any certifications, e.g. EMAS, ISO 14001, Miljøfyrtårn [the Eco-Lighthouse certification scheme].
