Digitaliseringsdirektoratet (Digdir) would like to enter into a framework agreement with a provider of temporary staff services, i.e., the hire of personnel from a temporary staff provider. The need for temporary staff is at first connected to administrative positions, see annex 1 for further information on this.
The aim of the contract is to ensure that the Contracting Authority has access to competent and capable temporary staff.

Estimated contract value:
The estimated contract value over four years is between NOK 3-5 million excluding VAT. The estimate is based on previous consumption. The volume is only an estimate and is not binding for the contracting authority. The contracting authority´s need can vary from year to year.

Duration:
The framework agreement will be valid for two years starting on 19 December 2021. The Contracting Authority can then choose to extend the contract for up to 1+1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must satisfy the terms in order to be registered in the Norwegian Labour Inspection Authority's register, c.f. FOR 2008-06-04 no. 541: Regulations concerning staffing companies, section 5. This requirement also applies for any sub-suppliers who will contribute to the fulfilment of the contract. Documentation requirement: Printout from the register for manpower companies or a copy of notification to the Norwegian Labour Inspection Authority, including documentation that the registration requirements are fulfilled. An equivalent printout must also be presented for any sub-suppliers that will contribute to fulfilment of the contract.

Tenderers must be a legally established company. Documentation requirement: Company registration certificate. Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Minste nivå(er) av standarder:
Tenderers must have sufficient financial strength to fulfil the contract, i.e., good solidity or creditworthy without a security requirement. Documentation: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service. Recently established tenderers must not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures).

Teknisk og faglig kapasitet:
Tenderers must have good/relevant experience of providing the requested temporary staff services in the last three years. Documentation requirement: Up to five references from completed/ongoing temporary staff assignments, with information on what type of temporary staff were provided, contract value, customer + contact information and the time period. Tenderers must substantiate that their references are relevant.
