Framework Agreement for Site Work

Oslo kommune v/ Bymiljøetaten

Oslo Municipality, c/o the Agency for Urban Environment, would like to enter a parallel framework agreement for site work that can include all of the Agency for Urban Environment's management area.
The framework agreement will be split into two sub-contracts:
Part 1 will include site work for electrotechnical installations such as traffic lights, electricity outlets for events, charging stations, lighting, and parking machines.
Part 2 will be more comprehensive site work for work on, along, and in roads, and other ground and surface work within the agency's other fields, such as urban spaces, park areas, etc.
The Agency for Urban Environment would like up to six contractors per sub-contract.
The total need is estimated to be NOK 410 000 000 — 650 000 000 for both sub-contracts in the framework agreement over a 4-year period.

Part 2 will involve more comprehensive site work that will mainly be for work on, along, and in roads, but that will also include ground and surface work within the agency's other fields, such as urban spaces, park areas, footpaths, sports facilities, etc.

A separate description has been prepared based on the Norwegian Public Roads Administration's hand book R761, Process Codes 1. It is also based on the Agency for Urban Environment's current norms and templates.

Tenderers must be a legally established company.

Documentation requirement:

— Norwegian companies: Company Registration Certificate

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the economic and financial capacity to fulfil the contract.

Documentation requirement:

— Credit rating, based on the last known fiscal figures.

The rating must be carried out by a credit rating company with a licence to conduct this service and it must not be older than 3 months.

Teknisk og faglig kapasitet:

Part 1 — site work electro

— experience: Tenderers must have experience from assignments of a similar nature, and must refer to experience with excavation in urban environments with high traffic density, excavation with complex pipeline structures in the ground and the establishment of electrotechnical installations,

— sufficient capacity: Tenderers must have sufficient capacity to carry out three parallel assignments,

— professional qualifications: The tenderer's offered personnel must have the required professional qualifications. All those who will work in the ditch must, as a minimum, have a basic course in laying cable conduits or an equivalent course. The course must have been completed in the last 3 years,

— quality assurance system: tenderers must have a quality assurance system suitable for the framework agreement,

— environmental management system: tenderers must have implemented environmental management measures that ensure that the tenderer is suitable to comply with the contractual obligations for environmental regulations. This means that the tenderer must have methods for working actively and systematically with reducing negative environmental impact from activities connected to the implementation of this contract.

Part 2 — site work projects:

— experience: Tenderers must have experience from assignments of a similar nature, and must refer to experience with excavation in urban environments, in, on, and along roads/streets with high traffic density,

— sufficient capacity: tenderers must have the capacity to carry out a major assignment of approx. NOk 20 million, and one assignment of approx. NOK 5 000 000 simultaneously, as well as have the capacity to deal with contractual changes and additions,
