Statsforvalteren’s (the Public Administrator's) employees need hire vehicles for various tours, site inspections and meetings in different parts of the counties they are located in. The contracting authority also needs individual contracts for hiring vehicles for more long-term needs.
The main quantity of the orders is anticipated to be a hire period of one to 2 days. In a number of circumstances there will also be need for hourly hire and in some circumstances a hire period of up to eight weeks. The framework agreement will include hire periods from and including two hours to and including eight weeks.
The hire time must be flexible and the vehicles must be able to be delivered back when needed, i.e. when the contracting authority no longer needs the vehicle(s).

The framework agreement will be valid for 2 years from the last signing date, with an option for the contracting authority to extend one or more times for up to a further 2 years, altogether a maximum of four (4) years.
Beskrivelse av opsjoner:
The Public Administrator in Trøndelag and the Public Administrator in Møre og Romsdal have the option to join the framework agreement.

Tenderers must have their tax, employer contribution and VAT payments in order.

• Tenderers must have good credit worthiness without a requirement for security.

1) Statement on the company's turnover in the last three accounting years.
2) A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
If these documents do not give sufficient information on the company's economic and financial capacity to fulfil the contract, the contracting authority can request further documentation.

The tenderer must have good experience with the provision of hire vehicles from comparable assignments.

To be documented upon request:
A short description of three of the tenderer's comparable assignments in the last five years. The invoice must, as a minimum, include the following information:
• contracting authority,
• the assignment's contractual value excluding VAT,
• the contracting authority's assignments/roles in the projects,
• the start-up and completion dates,
• Part 1, Annex 5 can be used as documentation.
Requirement: Tenderers must have a quality management system.
Documentation: Declared in ESPD.
Documentation of fulfilled requirements can be presented in one of the following ways:
• a description of the tenderer's routines for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
• if a tenderer holds an ISO 9001:2008 certificate (or more recent version), this may be attached.
Requirement: Tenderers must have a system for environmental management.
• a description of the tenderer's environmental management routines, with an emphasis on management responsibility, continual analysis, and improvement.
If a tenderer holds an ISO 14001:2008 certificate (or more recent version), this may be attached.

The Public Administrator’s joint services refers to an open tender contest for a framework agreement for short-term hire of vehicles. There is a requirement for a minimum lease period of 2 hours and that in appendix 4a Price form, an hourly price is requested for leasing of vehicles for periods less than 24 hours. According to feedback from multiple stakeholders, the branch standard for minimum lease period is 24 hours. An amendment to the minimum requirement for the smallest lease period is 2 hours, and a change of prerequisites for evaluation of the award criteria price will involve a significant change to the tender documentation cf. the Public Procurement Regulation §28-2 letter a. The contest is cancelled with immediate effect, cf. the public procurement regulation § 25-4 (1). Notice of cancellation is in accordance with the procurement regulations § 25-4 (2). The contracting authority plans to hold a new contest soon where certain changes are made to the tender documentation and requirement specification. The planned date for notice of a new contest is during week nine, 2021.
