The Norwegian Institute of Public Health, hereafter called the 'Contracting Authority', would like to enter into a framework agreement to cover the need for the procurement of safety benches, as well as annual inspections, service and maintenance services for existing safety benches and similar equipment that is used in the contracting authority's laboratories.
The procurement consists of two sub-contracts. A framework agreement will be signed with one tenderer per contract. The contract will be valid for 2 years with an option for a 1 + 1 year extension with automatic renewal.

The need for both upgrades to existing safety benches and for the procurement of new safety benches are reported annually. The contracting authority would therefore like to have a framework agreement that can offer a broad selection of safety benches class II type A (NS-EN 12469) and class II type B in different sizes. This is due to the placement of the benches in different rooms in the laboratories and according to need. The benches must be able to fulfil the set technical requirements and the tenderer must also maintain high quality deliveries and installations. The procurement of new safety benches will be made with consideration to a combination of functionality, HSE, and economy.

Safety benches class II will be used to work with bacteria and viruses up to class III. Safety benches in class IIB will mainly be used for cell isolation, stem cell work, and chemical work, separately and in combination. In addition there is a need for access to spare parts for future new benches.

At first the need will be to deliver and install 6 safety benches class II of type A, which will be ready for use in autumn 2021.

The first delivery will be delivered to Lovisenberggata 6 in Oslo.

Otherwise the tenderer must be able to deliver benches to the contracting authority's benches in accordance with orders.

The Contracting Authority has different equipment that is delivered by different manufacturers. Many of these are recent models, whilst some are older models.

See annex 1B Overview of Equipment for an overview of and information on the existing types and variation of equipment, as well as their location.

The aim of this procurement is to ensure that the benches are inspected, classified, and maintained in accordance with the current requirements. This is to ensure that laboratory operations are maintained with the minimum amount of stoppages due to errors in technical equipment, and for the safety of the Contracting Authority's personnel who use the benches in most critical operations with biological materials.

Several of the Contracting Authority's laboratories are accredited in accordance with ISO 17025 and the equipment must thus have annual accredited inspections.

The Contracting Authority would like to coordinate the maintenance and calibration visits so that the tenderer can carry out the assignment on most of the equipment on the same or fewer days in order to contribute to the best possible efficiency and less journeys. A maintenance plan will be made if needed in cooperation between the tenderer and the Contracting Authority after the contract has been signed.
