The contracting authority would like enter into a contract with a tenderer for the removal of wrongly parked vehicles, containers and other items that are placed on public ground in Oslo. Vehicles means passenger cars/combi cars, goods vans, buses/lorries, trailers/caravans, containers, MC/MO, electric scooters (ELS), and electric bicycles. There can also be some removals from private ground. The removals will be carried out on a 24-hour basis after orders from the contracting authority or other authorised body.

The framework agreement will also cover the placement of vehicles, containers and other items in an impound facility, as well as clearance of the facility. The aim of the procurement is to contribute to increased safety, accessibility and availability in the Oslo traffic. The contracting authority will, together with the chosen tenderer, improve the quality of Oslo Municipality's service production, as well as protect and develop the municipality's service profile.

Qualification requirement: tenderers must be a legally established company

Documentation requirement:

• Norwegian companies: Company Registration Certificate;

• Foreign companies: proof that the company is registered in a trade or business register as mandated by the legislation of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: tenderers must be creditworthy and have the financial capacity to fulfil the contract.

Documentation requirement: the tenderer's annual accounts for 2019, 2018 and 2017 including notes, the board's annual reports and the auditor's reports, as well as recent information that is of

relevance for the company's accounting figures

• the quarterly accounts for the last year, if these are available. The contracting authority reserves the right to obtain a separate credit evaluation if necessary.

Qualification requirement: liability insurance

Documentation requirement: insurance policy.

If a tenderer has justifiable reason (e.g., newly started company) for not being able to present.

The requested documentation, the tenderer can document his economic and financial capacity by any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Qualification requirement: good implementation capability is required.

Tenderers must have sufficient capacity to carry out the assignment.

There are, therefore, the following requirements:

• personnel: tenderers must have the staff to impound 24 vehicles simultaneously;

• vehicles: tenderers must have vehicles to impound 24 vehicles.

Documentation requirement: a description of the organisation. The description must as a minimum include a general description and how many employees will be available for assignments at any one time. A description of the number of vehicles that will be available at any one time.

Qualification requirement: tenderers are required to have the technical and professional qualifications to handle the many situations that can arise. There are, therefore, the following requirements.

Personnel: the foreman and shift manager must have completed vehicle towing courses B1 and B2, and must have minimum 3 years relevant work experience.

Technical equipment: tenderers must have the implements, machines, tools, material, and other technical equipment required to fulfil the contract.

Documentation requirement: CVs and a description of relevant work experience for the foreman and shift manager. Use annex 9 'template for CVs'. A report of the implements, machines, tools, materials or technical equipment that the tenderer has at their disposal for the execution of the contract.

Qualification requirement: impound services in a city such as Oslo can have many challenges in the form of narrow courtyards, heavy traffic, high banks of snow, etc. There are therefore the following requirements:

The organisation: tenderers must have experience from equivalent assignments, i.e., experience from work of the same nature and degree of difficulty.

Documentation requirement: an overview of equivalent services that the tenderer has carried out in the last 3 years, together with information on the contract value, date of delivery or execution, and the name of the recipient.
