Legally established company. The tenderer must enclose a company certificate or register printout (sole proprietorship) from the register of legal entities.
Tax certificate.
Norwegian providers must enclose a tax certificate for tax, employer's contribution and value added tax. Such a certificate can be obtained in Altinn. The tax certificate must not be older than 6 months from the expiry of the deadline for submission of tenders. Sole proprietorships must submit confirmation that they are not registered in the VAT register. Foreign providers must submit corresponding tax certificates from their countries.

Economic and financial capacity
The tenderer must have sufficient financial and financial capacity to be able to fulfill the contract.
Credit rating that concludes with creditworthy, normally indicated with a credit rating ‘A’. The credit rating shall not be older than 6 months from the deadline of the offer.
If the supplier has objective reason for not submitting the documentation required by the Noradt, he may document economic and financial capacity by submitting any other document that the client deems suitable, in accordance with the Procurement Regulation § 16-4 (2).

Technical and professional capacity
The tenderer must have sufficient technical and professional capacity to execute the contract.
The most significant supply contracts performed by the enterprise over the last three (3) years, including their value, time, and recipient.

Vilkår for kontraktoppfyllelse:
‘Self-declaration of sufficient knowledge by tendered personnel prior to departure to high-risk areas when traveling to high-risk areas the client requires that consultants have the necessary knowledge of first aid and stress management (as well as personal security in some cases) prior to departure. The tenderer must therefore confirm that the tendered consultants, who will travel to high-risk areas, will meet these requirements prior to departure. It is the duty of the supplier (employer’s liability) to ensure this. This shall be confirmed in the letter of tender’.
